b. Rebuilding timeframes

A rebuilding timeframe is specified for the depleted stock that is the shorter of 30 years or 3 times its generation time. For cases where 3 generations is less than 5 years, the rebuilding timeframe is up to 5 years. A rebuilding timeframe is specified for the depleted stock that is the shorter of 20 years or 2 times its generation time. For cases where 2 generations is less than 5 years, the rebuilding timeframe is up to 5 years. The shortest practicable rebuilding timeframe is specified which does not exceed one generation time for the depleted stock.

c. Rebuilding evaluation

Monitoring is in place to determine whether the rebuilding strategies are effective in rebuilding the stock within the specified timeframe. There is evidence that the rebuilding strategies are rebuilding stocks, or it is highly likely based on simulation modelling or previous performance that they will be able to rebuild the stock within the specified timeframe. JustificationRationale Crab banks form part of the strategy. However, these are intermittent, crab mortality is high 98, and evidence is not sufficiently reasonable to show that they are successful. However, local knowledge suggests that there may be some partial recovery Phattareeya et al, Sept, 2011. Clearer evidence would be required to illustrate that crab banks and other localised supporting measures closed areas, trawler prohibitions and increases in mesh size are effective. Similarly, such rebuilding actions would have to be wide-spread. No timeframes have been set and no system of monitoring is place, but there are some initiatives in the Andaman Sea and a number of case studies in GoT.
