RINGKASAN
Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor internal (kekuatan dan
kelemahan) dan faktor-faktor eksternal (peluang dan ancaman) agribisnis kopi di Kabupaten
Jember, serta untuk merumuskan action plan (rencana tindakan) pada masing-masing value
factors untuk meningkatkan pendapatan petani kopi biji rakyat. Penelitian ini akan
menggunakan tiga pendekatan untuk mengumpulkan data, yaitu participant observation,
semi-structured interviews, dan focus group discussion. Participant observation dilakukan
dengan cara mengamati secara langsung aliran pasok input, pengolahan pada usaha tani kopi
rakyat, dan aliran pasok output. Semi-structured interviews dilakukan dengan cara
melakukan wawancara dengan para pelaku rantai pasok industri kopi biji. Focus group
discussion dilakukan dengan cara melakukan diskusi terfokus untuk membahas topik
tertentu dengan para pelaku rantai pasok industri kopi biji secara berkelompok. Metode
analisis yang digunakan adalah analisis SWOT.
Hasil penelitian yang didapat adalah pertama, petani kopi rakyat di Daerah Silo
merupakan penghasil kopi rakyat terbesar di Kabupaten Jember dimana saat ini dari proses
perolehan bibit sampai penjualan belum dilakukan sistem kemitraan yang menguntungkan
peani tetapi justru menguntungkan pemilik modal. Kedua, adanya keterbatasan kemampuan
sumber daya manusia, fasilitas dan tehnologi untuk petani serta penyediaan modal yang
masih terbatas dan hanya dibantu oleh koperasi yang tingkat kemajuannya masih kurang
karena keterbatasan dana pengelolaan koperasi. Ketiga, programnya adalah peningkatan
produksi, produktivitas dan mutu tanaman kopi berkelanjutan. Stretegi pengembangan kopi
melalui revitalisasi lahan, perbenihan, infrastruktur dan sarana, SDM, pembiayaan petani,
kelembagaan petani dan teknologi industri hilir.

SUMMARY
This study aims to identify the internal factors (strengths and weaknesses ) and
external factors (opportunities and threats ) coffee agribusiness in Jember, as well as to
formulate an action plan (plan of action ) at each value factors to improve coffee farmers'
income seed people.This study will use three approaches to collecting data, namely
participant observation, semi structured interviews, and focus group discussion. Participant
observation done by directly observing the flow of input supply, processing the coffee
farming folk , and supply the output stream. Semi structured interviews carried out by means
of interviews with the industry supply chain actors of coffee beans. Focus group discussions
carried out by means of a focused discussion to discuss a particular topic with the
perpetrators of the industry supply chain coffee beans in groups. The analytical method used
is the SWOT analysis.
The results obtained are the first study, people in regional coffee growers Silo is the
largest coffee producer in Jember people where the current acquisition process until the sale
has not been made seed systems that benefit peani partnership but actually beneficial owners
of capital. Second , the limited ability of human resources, facilities and technology to
farmers as well as the provision of capital is still limited and only aided by the cooperative
level of progress is still lacking due to limited funds cooperative management. Third, the
program is to increase production, productivity and quality sustainable coffee crop. Stretegi
coffee development through revitalization of land, seed, infrastructure and facilities, human
resources , financing farmers, farmer organization and downstream technology industry.
