The Impact of Electricity Subsidy Policy on Economy and Poverty in Indonesia YUSMAN SYAUKAT, as Chairman, BONAR M. SINAGA and SRI HARTOYO, as Members of the Advisory Committee The objectives of this study were to identify the factors that influence the levels of subsidy for electricity and to analyze the impact of electricity subsidies on economy and po verty in Indo nesia. This study used a simultaneous equations econometric was model estimated using a two stage least squares 2SLS method and SYSLIN procedure for the data set period of 1990-2010. The forecast simulation was set for 2011-2015 with NEWTON method and SIMNLIN procedure. Since economic crises hit Indonesia in the middle 1997, electricity market in Indo nesia has funda mental change s. The crises led to rising of the operation cost of energy provision, while people’s purchasing power decreased. The government adopt ed the electricity subs idies to help the peop le and to ensure the survival of the provider of electric power. The amount of electricity subsidies depends on government revenue. Besides that, the amount of electricity subsidies also depends on the operation cost per kWh of electricity provision, margin of electricity provider, and people’s purchasing power. The amount of the electricity subsidies and the operation cost of electricity provision will determine the selling price of electricity burdened to consumers. The changes of the selling price of electricity will affect the economic performance and the poverty because the electricity is one of main energy sources of household and other economic activities. One of main results of the study is that the transfer of electricity subsidies to other expenditures has a better impact on po verty although it can suppress the economic growth. The results of forecast simulation also show that the decrease in electricity subsidies, increase of Indonesia Crude Oil Prices ICP, and the depreciation of rupiah to dollar of United Stated caused rising in the selling price of electricity, decreasing economic growth, and increasing inflation and poverty rates. In other hand, decreasing of energy losses and reducing of company margin will result in decreasing selling price of electricity subsidies, increasing economic growth and decreasing inflation and poverty rate. Keywords: electricity subsidies, production cost, selling price of electricity, economic growth, poverty RINGKASAN Listrik sekarang telah menjadi kebutuhan pokok bagi masyarakat karena hampir setiap aktivitas masyarakat sangat tergantung pada ketersediaan tenaga listrik. Di lain pihak, penyediaan tenaga listrik yang bersifat padat modal dan teknologi menyebabkan harga tenaga listrik menjadi mahal dan belum dapat menjangka u selur uh wilayah Indo nesia. Oleh karena itu, campur tangan pemerintah sangat diperlukan untuk mendorong proses produksi dan distribusi yang lebih merata dengan harga ya ng terjangka u. Salah satu campur tangan pemerintah dalam sektor kelistrikan adalah keterlibatannya dalam penentuan tarif listrik. Kebijakan penetapan tarif listrik ini sangat erat kaitannya dengan kebijakan pemberian subsidi karena tarif listrik yang ditetapkan biasanya lebih kecil dari biaya pokok penyediaan tenaga listrik. Subsidi diberikan dengan tujuan agar ketersediaan listrik dapat terpenuhi, kelangsungan penyediaan listrik dapat berjalan stabil, serta membantu pelanggan yang kurang mampu dan masyarakat yang belum terjangkau pelayanan PT. PLN Persero, selanjut nya disebut PLN, dapat ikut menikmati energi listrik. Namun demikian ada satu pertanyaan klasik yang sering muncul berkaitan pe mberian subsidi ini, yaitu apaka h subs idi tersebut telah memba nt u masyarakat miskin harena sampai saat ini subsidi diberikan kepada hampir semua pelanggan PLN. Selain itu, subsidi listrik juga ditengarai lebih banyak dinikmati oleh rumah tangga kaya. Ini disebabka n kebijakan subsidi listrik saat ini adalah subsidi harga, sehingga semakin besar jumlah konsumsi listriknya semakin besar juga jumlah subsidi yang dinikmati. Berpijak dari permasalahan di atas, maka diperlukan adanya suatu penelitian untuk mengetahui faktor- faktor apa saja yang mempengaruhi besarnya subsidi listrik dan bagaimana dampaknya terhadap tingkat kemiskinan di Indo nesia. Tujuan penelitian ini adalah: 1 mengidentifikasi faktor- faktor yang mempengaruhi besarnya subsidi listrik di Indonesia; 2 mengestimasi besarnya subsidi listrik yang harus dikeluarkan pemerintah; dan 3 menganalisis dampak pemberian subsidi listrik terhadap tingkat kemiskinan. Penelitian ini menggunakan data sekunder periode tahun 1990-2010 yang bersumber dari berbagai instansi. Analisis menggunakan model persamaan simultan yang diestimasi dengan metod e 2SLS Two-Stage Least Squares dan prosedur SYSLIN. Model yang disusun terdiri da ri 29 persamaan struktural dan 27 persamaan identitas yang dikelompokkan dalam 8 blok, yaitu 1 blok produksi listrik, 2 blok konsumsi listrik, 3 blok subsidi listrik, 4 blok harga jual tenaga listrik, 5 blok pe nerimaan dan pengeluaran pemerintah, 6 blok PDB, nilai tukar, dan inflasi, 7 blok tenaga kerja, dan 8 blok kemiskinan. Hasil estimasi persamaan-persamaan struktural pada taraf signifikansi 40 persen secara ekonomi logis serta mempunyai arti dan dapat dibuktikan secara statistik. Sebelum melakukan simulasi, maka dilakukan uji validasi dengan metode NEWTON dan prosedur SIMNLIN. Uji validasi menggunakan statistik RMSPE dan U-The il. Hasil validasi menunjukkan model yang dibangun mempunyai daya ramal yang cukup valid untuk melakukan simulasi ramalan. Simulasi ramalan dilakukan untuk periode tahun 2011-2015 dengan metode NEWTON dan prosedur SIMNLIN. Seluruh perhitungan menggunakan program piranti lunak Statistical Analysis SystemEstimation Time Series SASETS versi 9.1. Berdasarkan hasil pendugaan parameter, dapat disimpulkan bahwa produksi tenaga listrik yang dibangkitkan sendiri dipengaruhi secara positif oleh konsumsi bahan bakar yang digunakan. Tenaga listrik yang dibeli dipengaruhi secara negatif oleh jumlah tenaga listrik yang diproduksi sendiri dan pos itif oleh besarnya permintaan tenaga listrik dan jumlah tenaga listrik yang hilang. Total biaya operasional dipengaruhi secara positif oleh jumlah tenaga listrik yang dibeli, biaya untuk konsumsi bahan bakar BBM, batu bara, dan gas alam, dan biaya rutin lainnya. Pengeluaran untuk konsumsi bahan bakar dipengaruhi oleh harga dan jumlahnya. Jumlah konsumsi bahan bakar dipengaruhi secara negatif oleh harganya, jumlah tenaga listrik yang diproduksi sendiri, dan secara positif oleh harga dunia bahan bakar. Konsumsi tenaga listrik dipengaruhi secara negatif oleh harga jual tenaga listrik da n secara positif oleh pendapatan pelanggan. Subsidi harga listrik dipengaruhi secara positif oleh besarnya penerimaan pemerintah. Harga jual tenaga listrik dihitung berdasarkan selisih antara biaya pokok penyediaan tenaga listrik per kWh BPP, termasuk margin usaha de ngan nilai subsidi per kWh yang diberikan. Jumlah penduduk miskin di daerah perkotaan dan pedesaan dipengaruhi secara positif oleh tingkat inflasi dan jumlah pengangguran. Selain itu, jumlah penduduk miskin di perkotaan dipengaruhi secara negatif oleh tingkat upa h riil, seda ngka n di pede saan oleh jumlah pengeluaran pemerintah. Simulasi peramalan pe ngurangan subsidi listrik, ke naika n harga minya k mentah Indo nesia ICP, dan melemahnya nilai tukar rupiah terhadap dolar Amerika Serikat menyebabkan kenaikan harga jual tenaga listrik, memicu inflasi, menekan laju pertumbuhan ekonomi, dan meningkatkan jumlah penduduk miskin. Sedangkan penurunan tenaga listrik yang hilang da n pe ngurangan margin usaha perusahaan penyedia tenaga listrik dapat menurunkan biaya operasional perusahaan penyedia tenaga listrik da n harga jual tenaga listrik, meneka n inflasi, mendorong laju pertumbuhan ekonomi, da n dapat menurunkan jumlah pe nduduk miskin.
