Thisstepwastakento liberatethemfrombackwardness
andto improvethe
welfareof the population.ln general,the marerialstandardof living in the developing
countrieswasverylow anda largenumberoftheir populationlivedin povertyshowinga
strikingdifferencefrom the developed

Oneof the main issuesraisedin this
