Universitas Jember. Judul Penelitian ”Analisis Dayasaing Tembakau Besuki Na
Oogst di Kabupaten Jember” dibawah bimbingan Prof.Dr.Ir.Soetriono, MP
selaku Dosen Pembimbing Utama (DPU) dan Dr.Ir. Evita Soliha Hani, MP selaku
Dosen Pembimbing Anggota (DPA).
Analisis dayasaing tembakau Besuki Na Oogst di Kabupaten Jember
mencoba memberikan sisi pandang dayasaing tembakau Besuki Na Oogst di
Kabupaten Jember. Persoalan yang diangkat adalah bagaimana dayasaing,
dampak kebijakan pemerintah terhadap dayasaing serta pengaruh simulasi
perubahan harga input, produktivitas, UMK dan nilai tukar rupiah terhadap dolar
Amerika terhadap dayasaing tembakau Besuki Na Oogst di Kabupaten Jember.
Selain itu diharapkan pula kajian ini dapat dijadikan landasan penentuan
kebijakan pengembangan tembakau Besuki Na Oogst yang dapat meningkatkan
dayasaing tembakau Besuki Na Oogst di Kabupaten Jember di masa mendatang.
Metode penelitian yang digunakan antara lain; penetapan sampling wilayah
ditentukan dengan purposive (Nazir, 1999), yaitu Desa Andongsari dan Sabrang
di Kecamatan Ambulu, dan

Desa Kaliwining dan Nogosari di Kecamatan

Rambipuji, yang memiliki potensi besar sebagai penghasil tembakau Besuki Na
Oogst perkebunan rakyat. Data yang digunakan merupakan data sekunder dan
primer, alat analisis menggunakan; analisis Policy Analysis Matrix (Pearson et al,
2003). Beberapa simulasi kebijakan dilakukan sebagai upaya mendapatkan
implikasi dan rekomendasi kebijakan terhadap komoditas tembakau Besuki Na
Oogst agar mempunyai dayasaing di tingkat nasional maupun internasional.
Hasil penelitian menunjukkan bahwa tembakau Besuki Na Oogst di
Kabupaten Jember: (1) pengusahaanya memberikan keuntungan bagi petani dan
memiliki dayasaing yang ditunjukkan melalui nilai keunggulan komparatif (PCR)
dan keunggulan kompetitif (DRC) kurang dari satu, (2) dampak kebijakan secara
keseluruhan pada agribisnis tembakau Besuki Na Oogst bernilai negatif bagi
petani tembakau Besuki Na Oogst, dan (3) simulasi kenaikan harga input sebesar
10%, penurunan produktivitas sebesar 25%, dan kenaikan UMK Jember sebesar

25% memperlihatkan perubahan yang nyata terhadap keunggulan kompetitif dan
komparatif pada tembakau Besuki Na Oogst, dimana nilai koefisien PCR dan
DRC semakin mendekati nilai 1, bahkan pada simulasi penurunan produktivitas
sebesar 25%, nilai PCR dan DRC lebih dari 1 (satu). Kenaikan nilai US$ terhadap
nilai tukar rupiah justru menyebabkan nilai DRC semakin rendah dari nilai awal,
yang berarti tembakau Besuki Na Oogst memiliki keunggulan komparatif semakin
tinggi dan secara sosial lebih menguntungkan untuk diusahakan.
