primarypurposeislong-rangeintegratedplanning.CRMCisamanagementagencywithregulatory
functions,includingundertakingplanning,adoptingpoliciesandregulations,andissuingpermits.

andSustainableFisheries.LocatedattheUniversityofRhode

over30thatmakeuptheNationalSeaGrantCollegeProgram,a

SpecialAreaManagementPlans,orSAMPs,arefederallyrecognizedmanagementandregulatory
toolsthatpromoteecosystem-basedmanagementaswellasreasonablecoastal-dependent
economicactivity.WithsupportfromURI,CRMChasworkedwithstakeholderstocreatesix
RhodeIslandSAMPs.
TheRhodeIslandOceanSAMP:
ScienceAssistsinthePublic
EfforttoDefineOceanUses
TheOceanSAMPwillserveasafederallyrecognized
coastalmanagementandregulatorytool.Usingthebest
availablescience,theSAMPwillbeanadaptiveplanningtoolthatpromotesabalancedand
comprehensiveecosystem-basedmanagementapproachtothedevelopmentandprotection
ofRhodeIsland’socean-basedresources.ItistheintentoftheSAMPtocontributeto
themitigationof,andadaptationto,globalclimatechangeaswellasfacilitatecoordination
betweenstateandfederalagenciesandthepeopleofRhodeIsland.
TheOceanSAMPStudyArea
TheOceanSAMPstudyboundaryincludesapproximately1,500squaremilesofportions
ofBlockIslandSound,RhodeIslandSound,andtheAtlanticOcean.Thestudyareaincludes
bothstateandfederalwatersandabutsthestatewatersofMassachusetts,Connecticut,
andNewYork.
