Reason for change:
Simplify and make more consistent O&M and SOS
Summary of change: Change 8.2.3.2 multiplicity of procedure from ‘One or more’ to ‘one (mandatory)’
An Observation Offering is a logical grouping of an observation. The observation
model (O&M) specifies that an observation has one and only one associated
process. See clause 6.2 (07-022r1).
If an observation offering is an offering of a system that is composed of multiple
subsystems (e.g. platforms containing sensors or an observing system containing
platforms), then this relation should be capture in a SensorML or such.
