Keisuke H IRANO and Jonathan W RIGHT
The total number of new submissions to JBES rose to 328
in 2010, and we received 186 new submissions in the first six
months of 2011, as shown in Table 1. Thanks to the hard work
of the Associate Editors and referees, manuscript turnaround
times have continued to come down. The median processing
time has been well below the mean for some time, because more
than 50% of papers are now desk rejected. Papers are deskrejected because they do not make a sufficiently large contribution to be published in the JBES, or because they are a poor
fit and would be better suited to a different type of journal. We
feel that this is in the interests of all parties. The authors get
a quick decision and are free to submit the paper to another
journal quickly. This also minimizes the burden on Associate
Editors and referees. At the time of writing in July 2011, no

submissions (new manuscripts or revisions) have been in the
system for more than 200 days.
The number of manuscripts refers to the number of new submissions in this period. The mean and median turnaround times
refer to the number of days from submission to first decision,
for papers for which the first decision was made in this period.
We have been able to reduce the publication backlog to about
one year, but this nonetheless remains too high. Cutting it further is a top priority. To this end, in addition to maintaining high
standards and restricting the length of accepted manuscripts, we
have decided to have no special issues of the journal until the
publication lag has been reduced substantially.

JBES, along with other ASA journals, is in the process of
transitioning the manuscript submission and tracking system
from Allentrack to ScholarOne, and to have the papers published by Taylor and Francis.
The JBES covers a broad range of topics in statistics and
econometrics. We mainly publish papers that make substantive

methodological contributions. A few more applied papers may
also be considered, but they would have to report results that
are especially novel and are of particular interest to the broad
readership of the journal.
We, the editors, would like to warmly thank our Editorial Coordinator, Jamie Hutchens, for keeping the JBES editorial operation running smoothly, along with our publishers, the American Statistical Association, the editorial staff of the journal, our
Associate Editors, referees, and of course all of our authors, for
their valuable contributions and continued support in making
the JBES the premier journal it is today.
