Implementasi Program Kelas Ibu Balita oleh Bidan Desa di Kabupaten
Banyumas

Kelas ibu balita adalah kelas dimana para ibu yang mempunyai anak
berusia antara 0 sampai 5 tahun secara bersama-sama berdiskusi, tukar
pendapat, tukar pengalaman akan pemenuhan pelayanan kesehatan, gizi dan
stimulasi pertumbuhan dan perkembangannya dibimbing oleh fasilitator,
dalam hal ini menggunakan buku KIA. Program kelas ibu balita
disosialisasikan di kabupaten Banyumas tahun 2011, tetapi dari 331 bidan
desa belum ada yang mendapatkan pelatihan sebagai fasilitator kelas ibu
balita. Tujuan penelitian ini adalah untuk menganalasis implementasi program
kelas ibu balita oleh bidan desa di Kabupaten Banyumas.
Penelitian ini menggunakan rancangan observasional dengan
pendekatan kualitatif. Informan utama dipilih berdasarkan kelas ibu balita

yang aktif dan tidak aktif serta pencapaian output kelas ibu balita. Informan
utama 13 bidan desa, informan triangulasi adalah 4 bidan koordinator, 1 Sie
KIA Dinas Kesehatan Kabupaten Banyumas dan 10 ibu peserta kelas ibu
balita. Data dikumpulkan dengan wawancara mendalam dan FGD.
Pengolahan dan analisis data menggunakan analisis isi.
Hasil penelitian analisis pelaksanaan kelas ibu balita dari kelas ibu balita
yang aktif maupun tidak atif masih kurang baik, dilihat dari tahap persiapan,
pelaksanaan, pelaporan, sumberdaya, disposisi dan struktur birokrasi masih
banyak yang belum sesuai. Struktur birokrasi : belum tersedianya SOP,
sumberdaya : tidak adanya dana secara khusus bagi kelas ibu balita,
disposisi: tidak adanya komitmen, kejujuran serta demokratis.
Disarankan kepada Dinas kesehatan Kabupaten Banyumas untuk
mengadakan pelatihan khusus kelas ibu balita bagi bidan desa selaku
pelaksana kelas ibu balita

Program Implementation of Class of Mothers of Children under Five
Years Old by Village Midwives in District of Banyumas

Class of mothers of children under five years old is a class for mothers
who have children aged ranging from 0 to 5 years to discuss, exchange
experiences in providing health service, nutrition, and stimulation, growth, and
development guided by a facilitator using a Maternal and Child Health (MCH)
book. Program of class of mothers of children under five years old was
socialised in Banyumas District in 2011 but all 331 village midwives had not
been trained as a facilitator for the class. The aim of this study was to analyse
the program implementation of class of mothers of children under five years
old by village midwives in Banyumas District.
This was an observational study using qualitative approach. Main
informants were selected based on types of active and inactive classes and
achievement of output of a class. Main informants consisted of 13 village

midwives. Meanwhile, informants for triangulation purpose consisted of four
coordinator midwives, section of MCH at Banyumas District Health Office
(DHO), and ten mothers in a class of children under five years old. Data were
collected using methods of indepth interview and FGD. Furthermore, data
were analysed using content analysis.
The result of this research showed that there was low implementation of
class of children under five years old in both active and inactive classes
viewed from steps of preparation, implementation, report, resource,
disposition, and structure of bureaucracy. In terms of structure of bureaucracy,
there was no SOP. In terms of resource, there was no specific budget for class
of mothers of children under five years old. In terms of disposition, there was
no commitment, honesty, and democracy.
As suggestions, Banyumas DHO needs to conduct specific training of
class of mothers of children under five years old for village midwife as an
implementer.
