Reason for *

According to RFC 3986, sec. 3.4 angle brackets are not allowed in the
query component of a URI--they must be percent-encoded (i.e. %3C,

%3E).

Proposed fix: Amend clauses 7.9.2.5.2, B.8.1 and all relevant examples
accordingly, or insert a note mentioning the percent-encoding
requirement for actual requests: '' encoded
as %3E.
