The srsName patterns specified in the specification are incorrect and do not follow OGC policy.

Deprecate the existing patterns and specify that the URN pattern
(urn:ogc:def:crs:EPSG::XXXX) or URL pattern
(http://www.opengis.net/def/crs/epsg/0/XXXX) should be used for CRS
references.
