CHAPTER I INTRODUCTION A. The Background of the Study English is one of international language which is used by people in

the world to communicate. By mastering English, many people get more information easily. English is an important language because it is one of the lingua franca of the world. English is so vitally important because it is spoken in so many parts of the world. English is the language of science, businesses, technology, computing, medicine, aviation, engineering, diplomacy, tourism, film Industry, and etc. Because of the importance of English, today English is widely taught around the world as a foreign language. English becomes the foreign language that must be learnt by the students especially in Indonesia. According to Peraturan Menteri

Pendidikan Nasional Republik Indonesia No. 23 Tahun 2006 English also

become the subject in teaching and learning process for the students of SD/MI, SMP/MTs, SMA, MA, and SMK.

In applying method in teaching and learning English in Indonesia, a teacher must make adjustment with the curriculum used at present. In

Peraturan Menteri Pendidikan Nasional Republik Indonesia tentang Kurikulum KTSP , based on Peraturan Pemerintah No. 19 in 2005 dealing

with Standar Nasional Pendidikan (SNP) or National Standard of Education on section 2, the coverage of the National Standard of Education is as follows:

Lingkup Standar Nasional Pendidikan meliputi: standar isi, standar

proses, standar kompetensi lulusan, standar pendidik dan tenaga

kependidikan, standar sarana dan prasarana, standar pengelolaan, standar

pembiayaan, dan standar penilaian pendidikan.

(The national standard of education consists of content standard, process standard, graduate competence standard, educator and educational employees’ standard, instrument standard, management standard, financial standard and educational assessment standard).

The content standard covers materials and competence level to achieve graduate competence at certain type and level of education. The process standard at all educational units is done interactively, inspiringly, fun, challengingly to motivate students to participate actively and to give them an adequate space for their initiative, creativity, and independency which is suitable with their talent, interest, as well as physical and psychological development. That is why, the teaching and learning process plan consists of syllabus and lesson plan which has at least the objectives, materials, methods, learning sources, and assessment.

The application of content standard in English subject for Sekolah

Menengah Kejuruan (SMK), a vocational high school level, is regulated on

Peraturan Menteri Pendidikan nasional No. 23 Tahun 2006. The content

standard for elementary school until senior high school includes the achieve the minimum graduation competency in the grade and kind of the certain education. The teaching and learning English for SMK consists of

mendengarkan (listening), berbicara (speaking), membaca (reading), and

menulis (writing).

According to NOP World Culture Score (TM) Indonesia is on the 18 rank on the “The Most Reading Country” list. On the top list there are India at an average of 10.7 hours per week, followed by Thailand at 9.4 hours per week and the third is China at 8 hours per week. It can be concluded that the interests and conscious of the importance of reading is still very low in

  th

  Indonesia. (Retrieved October 10 , 2015, From: http://www.prnewswire.com/news-releases/nop-world-culture-scoretm- index-examines-global-media-habits-uncovers-whos-tuning-in-logging-on- and-hitting-the-books-54693752.html)

Reading is one of the four language skills which is important to learn. In reading people can get some information, enrich their thoughts and feelings, develop their mind, knowledge, discover new things, and reading teaches people about the world around them. According to Harmer (2005: 68), reading texts provide opportunities for the students to learn vocabulary, grammar, pronunciation and even good models for English writing-the way sentences, paragraphs, or texts are constructed.

In 2006 Curriculum or Kurikulum Tingkat Satuan Pendidikan (KTSP) reading is a skill that should be mastered by students in addition to another skills including; listening, writing, and speaking.

To master the reading skill, it takes constant practice. In other words, the students must frequently practice it, although for some students reading is something boring. This can be overcome by reading the interesting and fun topic. By mastering reading skills students will naturally mastered other skills, for example In mastering reading skill students will also have a good vocabulary knowladge. In other words, students who have a large vocabulary are usually good readers, have good pronunciation because they used to utterance the word and etc. Reading is one of the language skills plays an important for language acquisition.

Based on the definitions above reading is a skill which needs to practice many times and it can give a good impact for the development of the students learning process. By reading, students are able to develop their mind, knowledge, get some information, discover new things, and reading teaches students about the world around them. The students must have good skill in reading in order to prepare themselves to the next level of education that in the university they will get more source of knowledge written in English. Educational researchers have found that there is a strong correlation between reading and academic success.

According to Permendiknas 2006 the material which should be studied by the eleventh year students are set by the government in Syllabus

  rd

which will be divided into two; they are subjects to be studied in 3

  th rd

semester and 4 semester. The Material that should be studied in 3 semester is the subjects of standards competency 1 to 4. While the material

  th

that should be studied in 4 semester is subject of the standard competence 5 to 7.

According to syllabus, standards of competence which should be studied by the eleventh year students in SMA/SMK/MA are consists of seven standards of competence to be achieved, they are: (1) Memahami

percakapan sederhana sehari-hari baik dalam konteks profesional maupun

pribadi dengan orang bukan penutur asli, (2) Mencatat pesan-pesan

sederhana baik dalam interaksi langsung maupun melalui alat, (3) Merinci

tugas pekerjaan dan latar belakang pendidikan yang dimilikinya secara

lisan dan tulisan, (4) Menceritakan pekerjaan di masa lalu dan rencana

kerja yang akan datang, (5) Mengungkapkan berbagai macam maksud hati,

  (6) Memahami instruksi-instruksi sederhana, (7) Membuat pesan-pesan

pendek, petunjuk dan daftar dengan pilihan kata, ejaan dan tata tulis yang

berterima. th

The researcher will conduct the research in the 4 semester, it is a

  th

second semester in the eleventh grade. In 4 semester, the reading material that will be study are reading for information: passages, dialogues, and etc.

The researchers interested to conducting the research with title “A Case Study on Teaching and Learning Reading Skill of the Eleventh Year Students of SMK Muhammadiyah 2 Klaten Utara in the Academic Year 2015/2016

The aims are to save the costs, to ensure the implementation of an honest examination, clean, and flexible. Beside that Computer- Based Test is useful to improve the quality, flexibility, and reliability of the national examination. The procurement process is expected to be more streamlined and the result of the computer- based test also can be seen more quickly by the students, parents, and school.

According to Buku Informasi Penyelenggaraan Ujian Nasional dan

Ujian Sekolah/Madrasah Tahun pelajaran 2014/2015- Dinas Pendidikan

Provinsi Jawa Tengah Tahun 2015 (2015: 23-28) , in Central Java province
