Preface
The 3rd Annual International Seminar on Transformative Education and Educational Leadership
(AISTEEL 2018) was held in Emerald Garden Hotel, Medan City-Indonesia on 3-4 October 2018.
This seminar is organized by Postgraduate School, Univesitas Negeri Medan and become a routine
agenda at Postgraduate program of Unimed now.
The AISTEEL is realized this year with various presenters, lecturers, researchers and students from
universities both in and out of Indonesia participating in, the seminar with theme “Education,
Learning and Leadership Innovation.”
The plenary speakers coming from various provinces in Indonesia have been present topics covering
multi disciplines. They have contributed many inspiring inputs on current trending educational

research topics all over the world. The expectation is that all potential lecturers and students have
shared their research findings for improving their teaching process and quality, and leadership.
The third AISTEEL presents a keynote speaker and 4 distinguised invited speakers from Australia,
Singapore, Taiwan, and Malaysia. In addition, presenters come from various Government and Private
Universities, Institutions, Academy, and Schools. Some of them are those who have sat and will sit in
the oral defence examination.
There are 326 articles submitted to committee, some of which are presented orally in parallel sessions,
and others are presented through posters. The articles have been reviewed by double blind reviewer
and 198 of them were accepted for published by Atlantis Press indexed by International Indexation.
Meanwhile 83 papers were published in online International Proceedings indexed by Google Scholar.

The Committees of AISTEEL invest great efforts in reviewing the papers submitted to the
conference and organizing the sessions to enable the participants to gain maximum benefit.
Grateful thanks to all of members of The 3rd Annual International Seminar on Transformative
Education and Educational Leadership (AISTEEL 2018) for their outstanding contributions. Thanks

Professional Development (PKB) for Junior High
School Physical Education Teachers to Increase

Abstract - This study aims to find out the implementation of CLA
for training teachers at the junior high school level in the city of
Tebing Tinggi using qualitative descriptive methods. From the
results obtained, the implementation of the PKB program in
Tebing Tinggi has not been carried out well because not every
year the activities of the PKB program are carried out. Most of
the activities that were followed have been carried out for a long
time between 2 and 3 years ago. This is due to the low willingness
of teachers to seek information about the activities of the PKB
program and the role of the education office which is considered
lacking in the implementation of the PKB program and the low
self-awareness of teachers to increase their professionalism.
PJOK teachers still hold PKB activities which they follow only for
promotion requirements, this is why it is still not well
implemented by the PKB program in Tebing Tinggi.

educators and Civil Servants (PNS) carry out the Continuous
Professional Development Program (PKB) not every year.
Most teachers carry out this activity because in order to
support their careers and positions it is not more due to their
efforts to improve their competence as professional personnel
as stated by RI Law number 14 of 2005 concerning teachers
and lecturers to improve the education quality of this nation. In
fact, based on the Minister of State Secretariat and
Bureaucratic Reform No. 16 of 2009 (Ministry of National
Education 2011) that the development of teacher competencies
carried out in accordance with the needs, gradual, sustainable
to improve their professionalism.

So with the findings it is necessary to conduct an
evaluation to find out the implementation of the Continuing
Professional Development Program (PKB) conducted by PJOK
SMP teachers who receive educator certificates to improve
their competence and improve the quality of education,
especially in the field of Health Studies. Based on the results of
the above conclusions, the researchers are interested in
conducting a study Evaluating the Implementation of
Sustainable Professional Development (PKB) for Junior High
School Teachers in Increasing Professionalism in the City of
Tebing Tinggi.

I.

INTRODUCTION

We need to realize that teachers are subsystems of the
national education system and the publication of Law No. 14
of 2005 on Teachers and Lecturers (UUGD) is intended as a
component of efforts to improve the quality of education. With
the existence of the UUGD which requires teachers (at all
levels and types of education) to follow and pass certification,
it is expected that teacher competence as an agent of learning
will increase according to established standards. Regulation of
the Minister of State for Administrative Reform and
Bureaucratic Reform (Minister of State Secretariat of PAN and
RB) Number 16 of 2009 concerning the Functional Position of
Teachers and their Credit Figures, which means sustainable
professional development is the development of teacher
competencies that are carried out in accordance with the needs,
gradually, continuously to improve their professionalism.
However, in reality, the value of PJOK teacher's Teacher
Competency Test (UKG) at junior high school level in Tebing
Tinggi in 2015 was still low. This raises the question whether
the PKB program contained in the UU Permeneg PAN and RB
Act in 2009 was actually carried out by SMP PJOK teachers to

junior high schools which have PJOK teachers certified

from the results of interviews for the type of primary data and
from other sources for secondary data which will then be
analyzed to assess whether the data obtained is in accordance
with what is needed in this study. Data analysis begins with
determining the parts to be analyzed, namely the

professionalism in Tebing Tinggi City.

III. RESULT
This research is a qualitative decrifugal study based on data
collected from the field in accordance with the research focus
on evaluating the implementation of sustainable professional
development (PKB) for junior high school physical education
teachers in increasing professionalism in the city of Tebing
Tinggi. Data obtained through interviews, observation.
Interviews and observations were carried out on junior high
school teachers, school principals and 1 supervisor for
extension teachers from the education office in Tebing Tinggi.
Context
In terms of the policy context, the delivery of circulars or
orders from the province or city level to PJOK teachers is
conveyed through the principal to be submitted to the PJOK
teacher. The other activities of the PKB program were
delivered through the PJOK teachers group in the existing
social media applications of the teacher's gadget.
In terms of the context of needs, based on research by
PJOK teachers, it is very enthusiastic to be invited to PKB
program activities. Where the PJOK teacher stated that the
PKB program activities would be able to increase their insight
and knowledge of the curriculum used and the regulations
applied by the government specifically in the world of
education.
Whereas in terms of the feasibility context, PKB program
activities are considered not fully understood by each party.
Whereas the PJOK teacher considers activities such as
scientific publications to be carried out only for promotion

Based on the above discussion about the policies, needs
and feasibility of evaluating the implementation of the PKB
program, it can be concluded that the role of the education
office in Tebing Tinggi is still lacking in socializing the needs
that can be achieved from the PKB program to PJOK teachers.
PJOK teachers still lack the direction from the education office
about what activities they must follow and the sanctions given
if they do not implement the PKB program.
Input
From the results of interviews with PJOK teachers, school
principals and education service supervisors can be said to be
lacking in the role of the education office, especially
supervisors. PKB program activities are carried out with an
unspecified schedule so that teachers find it difficult to divide
their time when one of the activities is carried out. The
provision of guidebooks or guidebooks for conducting
scientific publications is also still lacking, so that the PJOK
teacher seeks the source of his own knowledge about writing
that is good and true without any relevant alloys. This also
causes PJOK teachers to become lazy because their knowledge
of scientific publications is still low.
For innovative work activities, the PJOK teacher also said
that he did not receive special training for this activity,
especially the use of IT and the preparation of guidelines and
questions. Another obstacle is that PJOK teachers are more
often doing practical learning in the field so that the use of
appropriate technology for learning is still lacking.
Process

program activities for functional training was carried out more
by the province than at the Tebing Tinggi city level. Such selfdevelopment activities for collective teachers are more often
carried out by PJOK teachers themselves and there is rarely
direct guidance from the education office in this case the
supervisor.

lacking. PJOK teachers often exchange information with other
teachers how to make the right scientific and research work.
Assistance is provided if the teacher is finished and will be
repaired by a team formed by the education office.

IV. CONCLUSION
Based on the discussion it can be concluded that: The
implementation of PKB for PJOK teachers in junior high
schools in the city of Tebing Tinggi is still not fully
implemented. In an effort to improve the competence and
profession of its teachers, all principals and education offices
have provided opportunities or support to PJOK teachers who
are certified to join PKB activities but the motivation of the
teachers themselves is still lacking.

Supporting factors for PKB implementation for junior
high school teachers in the city of Tebing Tinggi are
strong motivation or support from the head of the school
and the city education office, the availability of the
transport budget and registration fees for training,
workshops, seminars, workshops, KKG, and other
training in RKAS. While the inhibiting factor of
sustainable professional development for PJOK teachers
at the junior high school level in Tebing Tinggi is the
lack of motivation within the classroom teacher itself, the
lack of socialization about PKB to the teacher-PJOK
junior high school level in Tebing Tinggi, the existence
of teachers who are resigned to their current condition or
it is difficult to keep up with the development of
information and communication technology and does not
want to strive to develop their own competence,
infrastructure for sustainable professional development
for teachers is still inadequate.
