Reason for change:

 OGC Common 1.0.0 now uses http://www.opengeospatial.net/ows/1.0.0 as the
“ows” XML namespace identifier, whereas all other existing Implementation
Specifications use “opengis” instead of “opengrospatial” in their XML namespace
identifiers.

Summary of change:  Change “ows” namespace identifier URL from
http://www.opengeospatial.net/ows/1.0.0 to http://www.opengis.net/ows/1.0.0.
Consequences if
not approved:

 New OGC-specified XML namespace identifier URLs will include
“opengrospatial” while old URLs will include “opengis”.

 1. Personally, I don’t think this change is necessary.
2. One Replace command can make this change in each affected document
3. I think this change request can be handled as a corrigendum, but I think the
version number should be changed to 1.0.1.
