Chapter I Scripts of theory

1. Education and environment.

These are connected each other. Education process can happen during humans interract with another. Culturally, education is a study process where someone is learning from his environment. This develops eventually. It is such as a mutualism cycle. For example, one basic standard education relate to people and culture development. It means that the process of education/learning can be observed through environment development. There is one special term for this ―knowledge based society‖

2. Learning paradigma

This influence learning process of teacher, material of lesson, and students. Shown ... Old paradigma : Learning is ―what do you know?‖ New paradigma : Learning is ―what can you do?‖ The first one is: a student can have knowledge of principals and procedur Or mechanism, but she maybe cannot apply this procedure easily. The theory should be proved by doing or action.

3. How about a teacher for this case?

A teacher prepared well himself to teach. He can be a center of the tecahing- learning process. He transfer the knowledge that students need. Teacher is a giver and students are receivers. The capability of the teacher will be proved. He is a knowledge source and education medium at class. The new paradigma is how can students study well and continually. The approach of student‘s acitivity in learning is conducted actively by teacher. Teacher is able to develop kinds of students‘ learning experience like identify, do observation, analyze data, do test, do drill, etcetera.

The ―new teacher‖ can be :

(1) Facilitator, mediator, guide, leader and councellor. He will be ―beside‖ students in learning activity. When in sport, teacher asks student to run, the student will do it; not teacher.

(2) In curriculum, teacher does the curriculum on previous time become curriculum developer. It is useful for students to collaborate.

(3) Learning mate. Students can learn well by having a friend; the teacher. The previous relation between teacher and students were opponent into mate relationship.

THE PHILOSHOPY OF TEACHER PROFESSIONAL DEVELOPMENT

There are 3 important aspects as basic philosophy in teacher professionalism. (1) increasing of academic qualification

(2) increasing of competence (3) increasing of teacher prosperity

(1) increasing of academic qualification.

Teacher already accomplished undergraduated, graduated, scholar, or Magister.

(2) increasing of competence.

Intelligence, professionalism, social and individual competences.

(3) increasing of teacher prosperity.

This can be got by doing the 2 previous terms above. The 2 points done first and the teacher prosperity increasing will be accepted.

The legal rule of teacher professionalism development

The law number 20 by 2003, about National Education System. Being a teacher is an occupation and professionalism. In this law, there are right and duty of teacher. The rights are :

(1) Accepting the proper or suitable earning

(2) Award based on the duty or responsibility and work prestige (3) Career advice based on quality development area

(4) Under law protection in doing his work and right of intellectual results

(5) Having chance to use facility of education in helping its development

The teacher should do are :

(1) Create meaningful, comfortable,creative, dinamic and dialogical education circumstance.

(2) Have professional commitment to increase assessment in education (3) Give good example if attitude and keep good name, institute, profession, Occupation and prestige based on given duty.

Basic concept of teaching professionalism 1. Be a teacher is a profession.

In Wikipedia, written as ―A profession arises when any trade or occupation transforms itself through the development of formal

2. Having competence in his occupation. There are 2 definitions of competences here. (1) Competence is a skill or capability (2) Competence is an authority.

Having capability will be a foundation for someone to have an authority in decide professional measurement.

One of education experts, Roe, R.A. (2001) gave definition of competence. They are :

(1) Competence is defined as the ability to adequately perform a task, duty or role.

(2) Competence integrates knowledge, skills, personal values and attitudes.

(3) Competence builds on knowledge and skills and is acquired through work experience and learning by doing.

It explains that a competence is an integrity of knowledge, skill, and capability of someone. He had experiences through learning and working to build competence.

The important elements of one competence are: (1) Based competence of knowledge

(2) Skills to do work

(3) Personal attitude or behaviour and values.

(4) Experiences in conducting duty or responsibility.

A knowledge which belong to someone is not sufficient to be concluded that he has competence. One skill without specific skill is a craftsman or skilled laborer. Knowledge and skill should be connected to good attitudes. It means that good attitudes will be one source of motivation for someone to conduct his job that based on his competence.

Teacher competence

Law no.14, 2005 is one of regulations for teacher and lecturer. In its chapter written that there are 4 educator competences. They are :

(1) Competence of pedagogy (2) Competence of personality (3) Competence of social

(4) Competence of professional capability that got from profession education. The 4 educator competences should be belonged by teacher, so he will get one title as a professional teacher.

1) Competence of pedagogy

Competence of pedagogy is a competence that contains academic science foundation or rule such as : planning or design, its implementation, evaluation, learning and learner development.

 Dominate learner characteristic of phisical, behaviour, social, culture, emotion and intelligence aspects.

 Dominate theory of learning and learning principles.

 Dominate curriculum of learning terms.

 Skillfully apply development in educating.

 Utilize information technology and communication to educated development activity implementation.

 Facilitate learner potentiality development to actualize learner talent.

 Communicate effectively, emphatically and politely to learner.

 Skillfully give score, process evaluation and learning results.

 Apply reflection implementation for increasing learning quality. 2) Competence of Personality

Competence of personality is a competence of wisdom and good example for learner. As a teacher or educator, he will :

 Behave which based on religion, norm, social and national culture of Indonesia.

 Prove the honest personality. He has good and proper attitude and example for his learners.

 Prove the mature educator. He should be wiser.

 Show that he has big responsibility. He is proud of being an educator. He also has good self confidence.

 Hold strongly the teacher profession rule in law.

 Prove maturity of emotion to do all in work.

 Accept good and motivated suggestion from working mates.

 Be helpful for anothers.

 Collaborate well with work mates and learners‘ parents to increase learning process at school.

 Respect working mates.

3) Competence of Professional educator

Competence of Professional educator is a competence in mastering learning material broadly, so as a teacher he can guide learner tostudy basically on National standard of education. He can :

 Master learning material, structure, concept, and education pattern which support and connect to utilized lessons.

 Master standard of competence and basic competence of subject.  Expand utilized learning material.

 Utilize information technology and communication to communicate and

increase capability.

4) Competence of social area.

Competence of social area is a competence of a teacher to communicate and interract effectively and efficiently to learners, working mates (another teachers), staffs, learners‘ parents and people around the school. A teacher can :

 Act inclusively and objectively and have not descriminative one.  Communicatice effectively, emphatically, and politely to working

mates, staffs, learners‘ parents and people around the school.

 Adapt himself well wherever he works although he has to face various characters and cultures of his friends.

 Communicate in spoken and written language well.

CHAPTER III

PROFESSIONALISM OF TEACHER

Teacher is a kind of professional occupation that gives expert service. Teacher will give and share his skill as an educator directly or undirectly to anothers.

Teacher who is professional one should be prepared through long relative time and designed based on the standard of teacher competence. It means that needed time and

expertise to equip the candidate of teacher with any competences, such as subject domination, education expertise, and apply all knowledge on real action.

Education is an activity to prepare nation future to get good arranged country. To get this, education area has a special program for educators. It is a teacher profession education. In this case, the teachers are equipped and trained to be more professional in assorted areas (dimensions).

1. The philosophy of the teacher profession education

Getting brigther future for one nation means that its people should be smart and wise. The education area will be better if the educator has broad open minded to expand himself through training.

Education is such as a help of educator to learner in leading, guiding, enlightment, learning, giving example, training, and another skilled lessons. Education can be conducted in one place and one time. It can also influenced by phisical environment, society, culture and psychology ones.

In process of education, there is one relation between educator and learner. This relation is unique. As an educator, he should hold this philosophy. He will make

2. The history foundation of teacher profession education

Teacher in education in Indonesia has long unique history. It changes all time. Year by year education area still keeps in good increase. It is needed to be qualified education. The time to be a teacher was so long time and process. For example : when was still in colony of Dutch, to be a teacher, spent 3 years for training, 5 years and 7 years. Then it became different one in getting teacher training, from Cursus voor Volk Onderwijs, SGA, SPG (Teacher Education School), KPG (Teacher Education Course), Education staf agency, and Institute of education.

3. The conceptual foundation of Teacher Profession Education

The general purpose of Teacher profession Education program is getting teacher who has capability to implement nastional education function. In this case, he will be able to increase learner potential to be religious, good deed, healthy, educated, skillful, creative, autonomous, and having responsibility for this country.

4. Teacher Profession Education curriculum form

Based on the difference competence graduated and non-graduated in education, so the program of Teacher Profession Education apply specific application for these two graduated and non- graduated teachers. For graduated teacher, he will study about how to master some subjects further and skilled implementation. And for non-graduated teacher, he is going to be given pedagogy subject (academic learning. Subject specific pedagogy is a comprehensive lecture which consists of standard of competence, lesson material, strategy, method, medium and evaluation. In graduated teacher area, the subject enrichment and subject specific pedagogy will be got the teacher.

Certified professional teacher

Certification is a process of giving educator sertificate for teachers. This program conducted through Teacher Professionalism Education lane. The education training is suitable for garduated and non-graduated teachers. The qualified teacher will get certification as a professional teacher or educator.

On government obligation No. 74 by 2008, the teachers who have not been in graduated give chance to get training of certificated program and evaluated for getting qualified competence. This is done if the teacher is 50 years old and has 20 years of teaching experience, or already had cumulative credit score. The graduated teacher will be given an Educator Certificate directly if he already had academic qualification of magister (S2) or doctoral degree (S3) from legalized institute/ university.

Certificate of education through Teacher Profession Education is accomplished by educator competence evaluation or test. The competence test can be written and

 Foundation of education, comprehension to learner, development of curriculum and syllabus, learning palnning and learning result evaluation.  Generally given lesson material based on the core standard of subject, bunch

of subjects, or program. Discipline concepts,technology or arts. The test of skill is conducted in practical showing to prove that the teacher has competence of pedagogy, competence of personality, competence of society and competence of professional educator on relevant education.

There are 10 components of qualified scripts for certified educator. They are :

 Academic qualification

 Training and education program

 The experience of teaching

 Planning and application of learning

 Evaluation from supervisor

 Academic assessment or prestige

 Profession expansion work

 Joining science seminar

 Having experience on education and social organization.

 Relevant award with education area.

If the teacher has responsibility or duty as a school supervisor, he can join the certificate test but will be different from the general teacher. His script test is education management.

Certificate for teacher can be conducted through education rule.

Education and training of professionalsm education

This is arranged on chapter 12 verse (4) that teacher will be given special chance to complete and submit his true scripts or join training and education program in one university or institute that has been legalized by government obligation. There are three kinds of teacher professionalism program. They are :

(1) The direct pattern of educator certificate for qualified teachers (2) The scripts pattern

(3) The Education and Training of professionalism Education

Teacher can be qualified in certificated teacher if he already accomplished Scholar or bachelor of education. This aim is to faster or make teacher more easily in getting qualified score. This way is more effcetive, efficient, proper to broaden knowledge of education. This program is usually held by legalized institute.

Teacher professionalsm development

There are some definitions in education area. They are :

(1) Education is aware attemption and plan to get learning circumstance and process in order to students develop their competences actively such as spiritual of religion, self defense, personality, intelligence, and skill that needed by himself (learner), people and country.

(2) National education is an education that based on Pancasila and Undang-Undan Dasar Negara Republik indonesia in 1945. This is included by religion, national culture of Indonesia and updated circumstances.

(3) The system of national education is all education components that related each other to get the purpose of national education.

(4) Learner is member of social people who tries to develop or expand self potential through available learning process on certain program, level and education.

(5) Staff is member of social people who work in education area to increase education program.

(6) Educator is a person who has competence in teaching and qulified trainer such as : teacher, lecturer, councellor, learning tutor, seminar speaker, instructor, facilitator and person who gives contribution in education area.

(7) Education lane is a medium or place to be used by learner to expand or develop self competence in an education process and based on education purpose. There are formal, informal, and nonfromal education that enriched each other.

(8) The different level of education is the stage of education that legalized or certained and based on the learner development

(9) Kind of education is based on the level of knowledge that arranged by legalized organisation.

CLOSING SCRIPT

Professionalism of teacher finally will be determined by himself. The regulations of the government and institute will be hard but the teacher can conclude and determine what will he do for his good and qualified skill. All have right to develop and increase skill or competence.

The right and duty shloud be on same level. As a teacher, an educator has to do his duty profesionally like an expert. By training or education programs, he can get qualified

certificate to legalize him as a professional teacher or educator. Then he will get prosperity in himself. It means that he will get his proper profit or rights.

Finally, as a professional teacher, he will keep on increasing continually. No matter Other say what, the legalized papers or scripts will prove that his competences are

qualified.
