ABSTRAK
KESIAPAN MASYARAKAT DALAM MENGHADAPI PEMBANGUNAN
JALAN TOL CISUMDAWU
( STUDI KASUS PADA MASYARAKAT DESA CITALI KECAMATAN
PAMULIHAN KABUPATEN SUMEDANG )

Adanya ketidaksesuaian antara harapan dengan kenyataan yang ada dalam
pembangunan jalan Tol Cisumdawu menimbulkan berbagai tanggapan
masyarakat Desa Citali. Proses pelaksanaan pembangunan tersebut bukan hanya
sekedar fisiknya saja, melainkan kesiapan masyarakat dalam menghadapi
pembangunan. Diperlukan persiapan, sehingga tercipta kehidupan yang seimbang
antara kodisi masyarakat dengan lingkungan.
Penelitian ini menggunakan pendekatan kualitatif dengan metode studi
kasus. Objek dan subjek kajian penelitian ini adalah masyarakat Desa Citali yang
terkena pembangunan Tol Cisumdawu. Adapun teknik pengumpulan data yang
digunakan diantaranya, wawancara, observasi dan studi dokumentasi.
Hasil penelitian menunjukkan tanggapan yang diberikan masyarakat Desa
Citali bersifat positif maupun negatif sesuai dengan apa yang masyarakat rasakan.
Hampir mayoritas masyarakat telah siap dengan adanya pembangunan tersebut.
Hal ini, terlihat pada pemanfaatan uang ganti rugi pembebasan lahan secara
efisien. Tetapi, tidak sedikit pula masyarakat yang menunjukan ketidaksiapannya.
Adanya proses pembangunan Tol Cisumdawu ini menimbulkan perubahanperubahan sebelum dan setelah proses pembangunan berlangsung. Perubahanperubahan tersebut berpengaruh terhadap kondisi lingkungan, sosial, maupun
ekonomi.

The mismatch between hope and reality in the building of Cisumdawu toll
road cause much opinion from the society in Citali Village. The process of the
building not only on physically but also the readiness of the society to the building
of the toll road. Readiness is important so that the balance life can be created
between the conditions of the society with environment.
This research used qualitative approach with case study method. The object
and subject in this research is the society in Cilati village who get the building of
the toll road Cisumdawu. Technic of collecting the data are interview,
observation, and documentation study.
Result of the research showed the opinion drom the society in Citali village,
even positive or negative suitable with the real feeling of the society. Most of the
society ready with the building of the toll road. It is seen from the utilization of
land acquisition compensation efficiently. But there is a few people who showed
that they are not ready with the building of the toll road. The process of the
building of Cisundawu toll road causes many changes, before and after the
process of the building of the toll road. The changes take effect to the condition of
the environment, social, and economic.
