Reason for change:
The components of the GML schema, e.g. gml:Point, are useful also outside of a
GML application schema (see, e.g., GEORSS). However, this is not properly
recognised in the standard which mainly discusses the use within a GML
application schema, but not in other schemas. In particular, no conformance
class for such usage exists.
Summary of change: Add a conformance class for the use of GML schema components in other
schemas that are not GML application schemas.
