Background Information
The Ministry of Forestry (Directorate General of Land Rehabilitation and Social Forestry) is in
the process of implementing Strengthening Community-Based Forest and Watershed
Management (SCBFWM) for the period of 4-5 years to come (2009-2014). The project is
implemented under the framework of the Ministry of Forestry’s programs activities. It is also
supported by Global Environment Facility (GEF) through UNDP in Indonesia.
The project is meant to enhance and upscale the GOI’s programs on community-based forest
and watershed management by addressing inequitable distribution of benefits from forest
resources and lack of coordination among stakeholders and sectors as major underlying causes
of land forest degradation.
The project is specifically designed to complement (a) the 5-year national pledge of
approximately USD 300 million to rehabilitate degraded forest and land distributed to 282
prioritized watersheds located in 400 districts (32 provinces) and (b) the GOI’s annually
approved pledge – from the Reforestation Fund – for district reforestation. Main activities of the
project are the development of CBFWM plot demonstration in 6 selected locations;
mainstreaming of CBFWM in policy, program, activities and funding of government and local
governments and the enhancement of stakeholders’ capacity at various levels (national,
provincial, districts and community) in the program of CBFWM.
Objectives of Assignment
Under the guidance and supervision of National Project Director and national Project Manager
of SCBFWM Project, the finance assistant will be responsible for providing financial services
and supervision to the project implementation, and ensuring the smooth functioning of
financial/accounting systems, high quality of works, ensure accurate, timely and properly
recorded/documented.
The Finance Assistant works in close collaboration with NPD, Ministry of Forestry staffs, UNDP
CO Finance Associate and Programme Assistant to exchange information and ensure
consistent service delivery for the project.

Assist in all aspects of project management and coordination
Coordinate and prepare budget/Annual Work Plan from central and regional office.
Prepare quarterly advance requests to get advance funds from UNDP in the format
applicable.
4. Coordinate with government officers in preparation of activities and financial reports.
5. Set up accounting system, including reporting forms and filing system for the project, in
accordance with the project document and the NEX procedures.
6. Reconcile all balance sheet accounts and keep a file of all completed reconciliation.
7. Prepare all financial reports and ensure that all reports are submitted in formal and timely
manner.
8. Ensure the complience of financial activities with existing regulations, policies, and
Standard Operating Procedure (SOP) developed by UNDP and Ministry of Forestry.
9. Works closely with UNDP, and treasurer in monitoring programme and project financial
status.
10. Carry out other relevant financial tasks as required by NPM, NPD and UNDP.

To accommodate the overall deliverables mentioned below:
Good performance of project finance in accordance with existing regulations applied by both the
Government of Indonesia and donor(s).
Periodic reports (progress and monitoring/ evaluation) are well prepared and established.
Petty cash book and voucher well documented
Submission all financial forms to UNDP on timely basis and assure that authorized official
signs the forms.
Correctness of journals, voucher, bills, satatement of accounts, trial balance, budget
estimates and other financial statement and records are certified by NPD and UNDP.
Submission of reconciliation summary of expenditure reports on monthly basis, journal
correction, and generated of Stataus Allocation Report.
Proper and accuraci in filling all documentation
Project activities reports on financial matters.
Project implementation to be considered satisfactory by the Government of Indonesia and
the donor.
Term of payments
Payment will be made on monthly basis according to approved time sheet and expected results.
The incumbent will have a performance evaluation at the end of the contract which will be
carried out by Ministry of Forestry.
Qualifications
Education:
College graduate (S1) with background in economic/finance/
accounting
Experience:
A Minimum of 5 years experience in performing general accounting,
financial monitoring and reporting, and other related tasks in a nonprofit organization or donor institutions
Language requirements
Proficient in Bahasa Indonesia and English language, spoken and
written. Ability to write reports and explain the content.
Skills:
1. Competent in leading project financial management.
2. Capble of quickly learning financial/accounting system and
procedrures in UNDP and Goverment project.
3. Basic computer operation skills (words, excel, power point)
4. Good interpersonal approaches skills.
5. Have excellent written communication skills, with analytic
capacity and ability to synthesize project financial matters and
relevant findings for the quality project financial reports.
6. Able to work under pressure and limited time.
7. Able to work in a team atmosphere, shares knowledge and
experience.
