THE COMMUNICATIONS OF DISASTER MITIGATION OF
GEOLOGICAL AGENCY, MINISTRY OF ENERGY AND
MINERAL RESOURCES IN MOUNT MERAPI, D.I.
YOGYAKARTA PROVINCE

Case Study of Communication on Volcanic Eruption Disaster Mitigation in
relation to the belief of local people of Mount Merapi, Yogyakarta Province by
Geological Agency, Ministry of Energy and Mineral Resources
The object of this thesis, Communication Of Disaster Mitigation Of Geological
Agency, Ministri Of Energy And Mineral Resources In Mount Merapi, D.I.
Yogyakarta Province, is to know the understanding of local people about
Communication Of Disaster Mitigation, efforts done by Geological Agency in
Communication Of Disaster Mitigation, and the Pattern of Communication Of
Disaster Mitigation done by Geological Agency in relation to the belief of local
people of Mount Merapi.
This thesis uses qualitative reserch approach,with constructivisme paradigm and
case study. The subject of the research is the people in Umbulharjo Village,
Cangkringan District, Sleman Regency, D.I. Yogyakarta Province. Data was
collected through depth interview and literature.

The result of this research shows that: the understanding of local people of Mount
Merapi about Communication Of Disaster Mitigation is information concerning
Mount Merapi status and what the people have to do about it. The efforts of
Geological Agency in Communication Of Disaster Mitigation is divided into two
categories, i.e., improving participation of local people and improving role
optimization of Juru Kunci.Pattern of Communication Of Disaster Mitigation
done by Geological Agency in relation to the belief of local people of Mount
Merapi is categorized in two communication patterns, i.e., structured
communication and mobile communication.
Geological Agency Ministry of Energy and Mineral Resources need to review
more about Communication Of Disaster Mitigation in order to improve the people
capacity in facing and mitigating geological hazard and to avoid inconsitency in
receiving information. It is hoped that Geological Agency Ministry of Energy and
Mineral Resources can increase the frequency of information dissemination and
hazard mitigation directly to the people in lowest level. Not only the government
representatives, but Geological Agency should also involve Juru Kunci of Merapi
to be given certain training about terms of disaster so that Juru Kunci can be
information agent to his people.
It is hoped that Geological Agency can involve Non-Governmental Organizations
and radio communication organizations around Merapi. They can help to spread

information for people with lack of access of the latest information.

Tesis dengan judul Komunikasi Mitigasi Bencana oleh Badan Geologi
Kementerian Energi dan Sumber Daya Mineral di Gunung Api Merapi Prov.D.I.
Yogyakarta ini bertujuan untuk mengetahui pemahaman masyarakat sekitar
Gunung Merapi mengenai istilah komunikasi mitigasi bencana, upaya yang
dilakukan Badan Geologi dalam melakukan komunikasi mitigasi bencana dan
pola komunikasi mitigasi bencana yang dilakukan Badan Geologi terkait dengan
kepercayaan lokal masyarakat sekitar Gunung Merapi.

Pendekatan penelitian yang digunakan adalah kualitatif, dengan paradigma
konstruktivisme, menggunakan teori interaksionisme simbolik dan jenis studi
kasus. Subjek penelitiannya adalah masyarakat Desa Umbulharjo Kecamatan
Cangkringan Kabupaten Sleman Provinsi D.I. Yogyakarta. Pengumpulan data
diperoleh melalui wawancara mendalam dan studi pustaka.
Hasil penelitian mengungkapkan, bahwa: masyarakat sekitar Gunung Merapi
memahami istilah Komunikasi Mitigasi Bencana sebagai pemberian informasi
mengenai kondisi Gunung Merapi dan pemberian informasi mengenai tindakan
yang harus dilakukan oleh masyarakat. Upaya Badan Geologi dalam melakukan
Komunikasi Mitigasi Bencana terbagi ke dalam dua kategori yaitu adanya upaya
peningkatan partisipasi masyarakat dan peningkatan optimalisasi peran Juru
Kunci. Pola Komunikasi Mitigasi Bencana yang dilakukan Badan Geologi
KESDM terkait dengan kepercayaan lokal masyarakat sekitar Gunung Merapi
terdiri dari dua jenis pola komunikasi yaitu pola komunikasi terstruktur dan pola
komunikasi melalui media.
Badan Geologi KESDM perlu mengkaji lebih dalam mengenai Komunikasi
Mitigasi Bencana dalam rangka peningkatan kapasitas masyarakat di dalam
menghadapi dan menanggulangi bencana geologi untuk menghindari
ketidakselarasan dalam penerimaan informasi.
Badan Geologi KESDM diharapkan dapat meningkatkan frekuensi sosialisasi dan

simulasi bencana langsung pada masyarakat tingkat bawah, tidak hanya
mengundang perwakilan dari aparat pemerintah saja. Sebaiknya Badan Geologi
mengundang Juru Kunci Merapi untuk diberikan pelatihan khusus diberikan
materi mengenai istilah-istilah teknis kebencanaan, sehingga Juru Kunci bisa
menjadi agen sosialisasi bagi masyarakat.
