Reason for *
change:

The NameFactory interface provides constructor methods for ISO 19103
NameSpace, LocalName, ScopedName and TypeName, but a constructor for
MemberName is missing.

Summary of *
change:

Add the following method to the NameFactory interface, as a complement
to the other create(�) methods:
MemberName createMemberName(NameSpace scope, CharSequence name,
TypeName attributeType);

Consequences if Users would have no implementation-neutral way to create MemberName object.
