General Plan for National Energy
Presidential Regulation No. 22 of 2017 on General Plan for National Energy ( Regulation
22/2017
) has
just been issued as an implementation of Article 12, paragraph (2) and Article 17, paragraph (1)
of Law No. 30 of 2007 on Energy, which required further provisions to be set out relating to the
following matters:
1). The National Energy Council; and
2). General Plan for National Energy (Rencana Umum Energi Nasional
RUEN ).
However, this edition of Indonesian Legal Brief (ILB) will confine its discussions to point (2) only.
RUEN: General Concept
In general, the RUEN policy has been formulated by central government in order to implement
the planning and management of national energy policy, so as to achieve the objectives set out
under the National Energy Policy (Kebijakan Energi Nasional
KEN ). RUEN is to be enacted
by the National Energy Council and it has been envisioned that it will remain valid until 2050.
RUEN may also be reviewed and updated every five years or at any time deemed necessary if
any of the following events transpires:
1). Substantial changes to KEN; and/or
2). Strategic changes to the environment, including changes to energy-planning indicators,
either at the national, international or regional levels.
However, any updates which are made to RUEN must first be decided through a plenary

meeting of the National Energy Council.
As a reference and set of guidelines for the formulation of energy-related planning throughout
Indonesia, RUEN sets out the following sections:
1). Introduction;
2). Current condition of national energy and future expectations;
3). Vision, mission, purposes and objectives for national energy;
4). Policy and strategy for the management of national energy; and
5). Closing remarks.
