Clause A.2.15.1 has a test that requires the omission of the service
parameter. Since the purpose of the service parameter is to
distinguish which service to invoke at an endpoint, its omission is
actually an indeterminate state and so is outside the scope of the WFS
test suite.

Consequences if Aggregated or combined services at a single end point cannot be tested
because the end point will not know which service to invoke and thus
not approved:
which behaviour to express. Not all OGC services behave the same way!
For example WMS 1.0.0 actually allows the omission of the service
parameter.
