Abstract
This government policy of West Sumatra to return again to governance study is
about of nagari which not accept in Sitiung that consist by Minangkabau and Java ethnic.
The researchs aim is to describe of dynamics that happened in institution process of
returning nagari in kanagarian Sitiung, (2) to describe involvement of transmigration and
Minangkabau ethnic occupy position in governance structure and institutes of nagari. (3)
Analyzing influence of values of nagari to ethnic life of Minangkabau and java ethnic
after executed the program of returning to nagari in Sitiung. The research used qualitative
approach and data colected by indeepth interview and observation. Conclusion of this
research.. Societies of Sitiung is agree together again to governance of nagari that is
forming a unit governance of lowest level commended by law of West Sumatra of
number 9 about governance of nagari. To support the way of organization of nagari in
Sitiung regence formed all kind of institution which its is target to move the wheel
governance of nagari utilize to reach the goal of development of returning nagari. Some
institutes both for formed by entangling each society and also which is direct to be
formed by government of nagari or formed by certain group is not yet functioned better.
Kanagarian Sitiung which consist of two dominant ethnic, Minangkabau and Java ethnic
develope nagari by custom values of Minangkabau so, in placing personnel at institution
of nagari lessen opportunity to ethnic of Java.
