The Barbara Pet chenik Award was creat ed by t he I nt ernat ional Cart ographic Associat ion
in 1993 as a m em orial for Barbara Pet chenik, a past Vice president of t he I CA and
cart ographer who worked t hrough her life wit h m aps relat ed t o children. The aim of t he
cont est is t o prom ot e t he creat ive represent at ion of t he world in graphic form by
children.
The awards are given every t wo years during an I CA conference or an I CA general
assem bly, preferably at least one for each cont inent , wit h special considerat ion t o t he
age of t he child producing t he drawing. The awarded drawings can be subm it t ed t o
int ernat ional organizat ions ( UNI CEF or ot her) for considerat ion as greet ing cards or ot her
publicat ion. Part icipat ing nat ions are encouraged t o report on t he ways t hey have used
for collect ing drawing ( video report , et c.) and t o collect and archive m aps for furt her
research.
Obj e ct ive s of t h e com pe t it ion
The aim s of t he com pet it ion are t o prom ot e children's creat ive represent at ion of t he
world, t o enhance t heir cart ographic awareness and t o m ake t hem m ore conscious of
t heir environm ent .

I CA m em ber nat ions will collect m aps, on t he t hem e " Living in a globalized world" ,
produced by children under 16 years of age. This is t he t hem e for t he Barbara
Pet chenik Children's World Map Com pet it ion for t he next t wo conferences ( 2009
and 2011) . Ent ries from ot her nat ions, who are not m em bers of t he I CA, cannot
be accept ed, will not be displayed or ret urned.
The ent ries will be collect ed in t hree age groups:
o under 9 years
o 9- 12 years
o above 12 years
The int ernat ional j udging will focus on t hree crit eria: 1) a recognizable m essage,
2) cart ographic cont ent , and 3) t he qualit y of execut ion.

I n ot her words, j udges will be looking for:
1. a recognizable connect ion bet ween t he form , shape, and use of cart ographic
elem ent s which creat ively address t he Com pet it ion's t hem e.
2. a recognizable im age of all or a large port ion of t he world in which t he shapes and
relat ive locat ions of land m asses and oceans are as correct as can reasonably be

expect ed for t he child's age and wit hin t he cont ext of t he " syst em of proj ect ion"
used.
3. appropriat e cart ographic elem ent s such as sym bols, colors, nam es and labels,
et c., which help address t he Com pet it ion's t hem e:
clarit y and legibilit y of t he point , line and area sym bols
appropriat e t o t he m edia of expression, whet her on paper or ot her
surfaces, whet her drawn or m ade up of indigenous m at erials.
expressive rendering and appropriat e use of t he percept ual
dim ensions of color, i.e., changes in value for quant it at ive
dist inct ions and changes in hue for qualit at ive dist inct ions.
overall aest het ic qualit y in such m at t ers as balance and harm ony
am ong t he im age elem ent s.

The m axim um size of a m ap m ust not exceed A3 ( 420 m m x 297 m m or 17 x 11
inches) and it s surface should be flat ; t he m ap can be m ade using any m at erial, but
past ed- on obj ect s m ay not be higher t han 5 m m or 0.2 inch.









Any num ber of " syst em s of proj ect ion" can be used t o generat e t he coast lines and
ot her base m at erial ( e.g., int ernat ional boundaries and grat icule) . The ent ry
should be an original piece of work and it can be m ade using t radit ional m et hods
( colour pencils, wat er colour, et c) or a com put er program .
Each m ap m ust have t he following inform at ion on a label at t ached t o t he back
side of t he represent at ion: t he nam e, age, school or personal address and count ry
of it s aut hor, phot o of t he child ( if available) and t he t it le in eit her French or
English ( t he I CA's official languages) . I f t he ent ry is individual ( not sent by a
school) t he aut hor’s legal represent at ives ( e.g. parent s) will decide t o m ake or not
public t heir personal address. I f t he represent at ives do not agree t o m ake it
public, t he official address of t he I CA Nat ional Com m ission will be used for fut ure
cont act s.
The winning ent ries will be subm it t ed t o int ernat ional organizat ions ( UNI CEF
I nt ernat ional Art Com m it t ee or ot hers) by t he I CA Execut ive for considerat ion as
greet ing card designs or ot her kind of publicat ion t hat m ight best showcase t he
m aps creat ed for t he Com pet it ion. I CA m ay use t hem as well. Any part icipant

m ust agree t hat his/ her represent at ion m ay be reproduced by t he I CA or UNI CEF
or scanned for publicat ion on t he I nt ernet by Carlet on Universit y ( on behalf of t he
I CA) wit hout consult at ion or copyright fees.
Com pet it ion m aps will be archived in t he Archives and Research Collect ions at
Carlet on Universit y Library and will be available for public viewing on t he Library’s
websit e ( see ht t p: / / children.library.carlet on.ca) .

A Nat ional Coordinat or, who will be nom inat ed by t he nat ional I CA m em ber
organisat ion for t hat count ry ( see list at ht t p: / / cart ography.t uwien.ac.at / ica/ ) will
be responsible t o provide all inform at ion needed by t eachers int erest ed in having

t heir st udent s part icipat e in t he com pet it ion.
Maps should be m ade following t he general rules of t he com pet it ion and t he
specific nat ional rules det erm ined by t he Nat ional Coordinat or.
All t he ent ries should be subm it t ed t o t he Nat ional Coordinat or by t he deadline
specified in t he Call for ent ries in t he Nat ional Com pet it ion.
I f a count ry has no Nat ional Coordinat or, pot ent ial Com pet it ion ent rant s should
cont act t he I nt ernat ional Coordinat or of t he Com pet it ion and and t he Chair of t he
I CA Cart ography and Children Com m ission ( see ht t p: / / cart ography.t uwien.ac.at /
ica/ index.php/ Com m issions/ Com m issions ) before subm it t ing an ent ry.
Subm issions sent individually by schools, parent s, et c wit hout any previous
cont act wit h t he I nt ernat ional Coordinat or of t he Barbara Pet chenik Com pet it ion
will not be accept ed and will not displayed or ret urned.

The I CA Execut ive, consult ing wit h Cart ography and Children Com m ission Chair,
will nom inat e an I nt ernat ional Coordinat or for t he Com pet it ion. The I nt ernat ional
Coordinat or’s t asks are:
o To send a copy of t he General rules of t he Com pet it ion t o each Nat ional

Coordinat or a year before t he next cont est .
o To collect t he ent ries subm it t ed by t he part icipat ing nat ions in t he
com pet it ion, checking if t he subm issions m eet t he requirem ent s specified



in t he General rules. I f t he requirem ent s are not m et t he I nt ernat ional
Coordinat or will cont act t he Nat ional Coordinat or t o find a solut ion,
consult ing wit h Chair of t he I CA Cart ography and Children Com m ission.
o To acknowledge by em ail t he receipt of each count ry's subm ission.
o To m ake a dat abase of all subm issions cont aining t he dat a subm it t ed wit h
each drawing.
o To scan or t ake digit al phot ographs of t he ent ries which will be used t o
m ake a CD- ROM cont aining subm issions arranged by count ry and age
group. The im ages m ust be sent t o t he m em bers of t he int ernat ional
Judging Com m ission prior t o t he I nt ernat ional Cart ographic Conference
( I CC) ( 2- 3 m ont hs beforehand) .
o To safely convey t he ent ries received from t he part icipat ing nat ions t o t he
address given by t he Local Organizing Com m it t ee of t he next I nt ernat ional
Cart ographic Conference ( 1- 2 m ont hs before t he I CC) .

Each I CA nat ional m em ber will nom inat e a coordinat or t o run t he cont est in
his/ her count ry.
The nam e of t he coordinat or m ust be received by t he I nt ernat ional Coordinat or at
least one year prior t o t he subm ission dat e of m ap ent ries. I CA m em ber count ries
where no nat ional coordinat or is ident ified m ay part icipat e provided t hat t he I CA
Execut ive receives t he nam e of a count ry m em ber willing t o act as t he coordinat or
for t hat count ry at least one year prior t o t he subm ission dat e of m ap ent ries.

Each nat ional com m it t ee will select a m axim um of six ( 6) m aps t o be forwarded t o
t he I nt ernat ional Coordinat or. For t he purposes of t he nat ional com pet it ion,
crit eria ot her t han t hose used for t he int ernat ional com pet it ion m ay be
considered. The m aps select ed by t he nat ional com m it t ees m ust be sent direct ly
t o t he I nt ernat ional Coordinat or and not t o t he I CC Local Conference Com m it t ee.
When subm it t ing t he select ed ent ries t o t he I nt ernat ional Coordinat or, nat ional
bodies are request ed t o include a let t er which, for each subm ission, gives t he
following inform at ion: t he nam e, age, school or aut horized address and count ry of
it s aut hor, and t he t it le in eit her French or English .

I nt ernat ional Map Exhibit ion t hat will be held as part of t he 24 t h I nt ernat ional
Cart ographic Conference of t he I nt ernat ional Cart ographic Associat ion in Sant iago,
Chile, Novem ber 15- 21, 2009.





Nat ional bodies will be responsible for dist ribut ing t he cert ificat es t hat will be
subsequent ly awarded by t he int ernat ional Judging Com m ission. These cert ificat es
will be produced and provided by t he Local Organizing Com m it t ee of t he
I nt ernat ional Cart ographic Conference.

Part icipat ing nat ions are encouraged t o collect and archive all of t he ent ries in
t heir nat ional com pet it ions and t o inform t he Cart ography and Children
Com m ission ( ht t p: / / lazarus.elt e.hu/ ccc/ ccc.ht m ) about t heir proposed m et hods
for announcing t he com pet it ion, est ablishing any addit ional j udging crit eria and
t he select ion process used. This inform at ion will be of value in evaluat ing t he
success of t he Com pet it ion and in m aking adj ust m ent s for fut ure Com pet it ion
operat ions.

Judging Com m ission is form ed by eight ( 8) m em bers ( one Chair and 7 m em bers)
select ed from t he Com m ission on Cart ography and Children and organizers of
nat ional com pet it ions. One or a m axim um of t wo colleagues represent ing ot her
int ernat ional organizat ions relat ed t o children, educat ion, cart ography ( e.g. I GU,
UNI CEF) can be also invit ed t o be m em ber of t his com m ission.
Mem bers and t he Chair of t he Judging Com m ission will be proposed by t he I CA
Cart ography and Children Com m ission and t he final select ion will be m ade by t he
I CA Execut ive.
Mem bers cannot vot e for ent ries from t heir own count ries;
Every m em ber should det erm ine a 1 st , 2 nd and 3 rd place in each age group: under
9; from 10 t o 12 and above 12 years;
Each drawing receives 5 point s for 1 st place; 3 point s for 2 nd place and 2 point s for
3 rd place;
The sum of point s received by a drawing det erm ines it s place wit hin each age
group: first 3 drawings ( 1 st , 2 nd and 3 rd ) in each age group receive I CA awards.
Judging Com m ission has t he right t o declare em pt y a place or t o give special
m ent ions if m em bers consider it necessary.
This whole procedure will be com plet ed before I CA conferences using e- m ail
bet ween t he Chair of t he Judging Com m ission and it s m em bers;
The vot es are sum m ed by t he Chair of t he Judging Com m ission, who will send t he
result s t o all t he m em bers of t he Judging Com m ission.
The Chair of Judging Com m ission will also chair a “ sm aller BPC panel” , com prising
t wo ot her m em bers of t he Judging Com m ission who will be proposed by t he Chair.
This panel will personally m eet during t he I nt ernat ional Cart ographic Conference
and it is responsible for m aking final decisions if needed, e.g. if t he num ber of
vot es is t he sam e for t wo m aps, et c.
Mem bers of t he Judging Com m ission will be int roduced, t he award- winning
drawings displayed, and a sum m ary of result s will be announced during t he
Closing Cerem ony of t he I CC. As well, t his inform at ion will be published in t he
I CA News.
The awards will be given t o t he nat ional represent at ives during t he Closing
Cerem ony. Nat ional represent at ives will present t he awards t o winners at a
suit able occasion in t heir hom e count ry at an appropriat e t im e aft er t he
conference.
I f t he I CA Conference Organizing Com m it t ee is int erest ed in having and
advert ising a public vot e on t he Com pet it ion ent ries t hey should be allowed t o do
so provided t hat t hree condit ions are m et :
1. t he public vot e will not be a crit eria for or influence on t he I CA j udges as t he
vot ing public will likely have no knowledge or appreciat ion of t he Com pet it ion
rules and guidelines;
2. t he vot ing slip design be adj udicat ed by t he Cart ography and Children
Com m ission, on behalf of t he I CA Execut ive, so t hat it s int ent is clear; and

3. t hat t he Local Organizing Com m it t ee be responsible for producing t he Public
Award cert ificat e.






The result s of t he j udging should norm ally be conveyed t o t he I CA Execut ive on
t he last day of t he paper sessions at t he I CC.
The product ion of t he awards cert ificat es and t heir dist ribut ion t o t he appropriat e
nat ional represent at ives is t he responsibilit y of t he Local Organizing Com m it t ee,
represent ed by t he Local Organizer of t he Barbara Pet chenik Exhibit ion, support ed
by t he I CA Execut ive. The nat ional represent at ives are, in t urn, responsible for
conveying t he cert ificat es t o t he awardees.
The work of each nat ional coordinat or should be acknowledged by a let t er from
t he I CA Execut ive.
Following t he com pet it ion, all t he nat ional m aps displayed at t he I CC will be
archived by t he I CA.

The Local Organizing Com m it t ee w ill exhibit t he ent ries for t he Barbara Pet chenik cont est
eit her at t he conference sit e or at t he sit e where t he m ap exhibit ion and t echnical
exhibit ion are held. To t his end:

The Local Organizing Com m it t ee is responsible t o nam e a Local Organizer of t he
exhibit ion
The Local Organizing Com m it t ee will provide support needed t o t he Local
Organizer, aft er ent ries are received from t he I nt ernat ional Coordinat or and
st oring t he sam e in appropriat e condit ions unt il t he exhibit ion is m ount ed,
including t ransport at ion of t he ent ries t o t he exhibit ion venue
The Local Organizer will inst ruct t he t echnical st aff t o avoid t he use of any kind of
glue, adhesive t ape, Velcro, et c direct ly ont o t he surface of t he m aps. Using a
good qualit y draft ing t ape init ially is recom m ended, which can lat er be peeled off
wit hout dam age t o t he m aps. Use of a drawing pin on t he m ap corners is also
accept able.
The Local Organizer, support ed by t he Local Organizing Com m it t ee, is responsible
t o find a quick solut ion t o possible difficult ies t hat can arise during t he exhibit ion.
The Local Organizer, support ed by t he Local Organizing Com m it t ee, should assure
diplom as are produced and awarded t o children in all Com pet it ion cat egories.
Aft er t he exhibit ion, t he Local Organizer, support ed by t he Local Organizing
Com m it t ee, will package and safely despat ch all ent ries as soon as possible t o
Carlet on Universit y Library at t he following address:
