ANALISIS FAKTOR-FAKTOR YANG MEMPENGARUHI PENGELUARAN PEMERINTAH DI
INDONESIA
DENGAN PENDEKATAN ERROR CORRECTION MODEL

Penelitian ini bertujuan untuk menderivasikan faktor-faktor yang mempengaruhi
pengeluaran pemerintah di Indonesia selama kurun w a k t u t a h u n 1 9 6 9 - 2 0 0 0 .
D e n g a n t e r u s m e n i n g k a t n y a p a n g s a pengeluaran pemerintah (size goverment)
yang diukur dengan rasio pengeluaran pemerintah terhadap GDP, bukan saja di
Indonesia namun j u g a d i n e g a r a - n e g a r a I a i n n y a d i d u n i a , m e r u p a k a n t i t i k
a w a l dilakukannya penelitian ini. Pengeluaran pemerintah di Indonesia yang s e c a r a
garis besar dikelompokkan atas pengeluaran rutin dan pengeluaran
p e m b a n g u n a n , a d a l a h m e n c e r m i n k a n k e b i j a k a n pemerintah.
Huku m Wagner dan Key n es merup akan basis teo ri dalam memformulasi
model pengeluaran pemerintah dalam penelitian ini. Hasil penelitian sebelumnya
terhadap pengeluaran pemerintah, digunakan dalam penyaringan variabel-variabel
independen dalam penelitian ini. Variabel-variabel tersebut adalah pertumbuhan ekonomi,
arus modal masuk, inflasi dan pengeluaran pemerintah tahun sebelumnya.
Data-data setiap variabel dalam penelitian ini diperoleh dari Bank Indonesia, Nota
Keuangan dan RAPBN RI, Direktorat Jenderal Anggaran Dept. Keuangan RI dan LPE-IBII.
Penelitian ini menggunakan pendekatan Eror Corection Model untuk melihat
pengaruh jangka pendek dan jangka panjang setiap faktor-faktor yang
mempengaruhi pengeluaran pemerintah tersebut. Den g an men g amb il data time
series sejak tahun 1969 - 200 0 d an diproses dengan Program Eview 3.0, penelitian
ini menemukan bahwa dalam jangka pendek variable arus modal masuk dan inflasi
mempunyai pengaruh yang signifikan terhadap besarnya pengeluaran pemerintah.
Sementara dalam jangka panjang, hasil estimasi memperlihatkan bahwa variable
pertumbuhan ekonomi, arus modal masuk, inflasi, pengeluaran p e m e r i n t a h t a h u n
s e b e l u m n y a , p e r u b a h a n i n f l a s i t a h u n a n d a n perubahan pengeluaran pemerintah
tahunan mempunyai pengaruh yang s i g n i f i k a n t e r h a d a p p e n g e l u a r a n p e m e r i n t a h
I n d o n e s i a . N a m u n ditemukan pula, bahwa perubahan pertumbuhan ekonomi tahunan
dan perubahan arus modal masuk tahunan tidak memberikan pengaruh yang signifikan
secara statistic terhadap pengeluaran pemerintah.

USING ERROR CORRECTION MODEL APPROACH.

The object of this research is to identify factors that influence the government expenditures
in Indonesia during 1969 to 2000. The ratio of gov ern men t exp end itures to Gross
Do mestic Produ cts (GDP) is increasing in some countries, including Indonesia. Basically,
government expenditure reflects the government policy, which is shown from the routine and the
development expenditure.
Keynes and Wagner's Law are the basic theories in formulating the government expenditure
model in this research. The results of previous studies are used to decide the selected variables in
this research. Those variables are economic growth, capital inflow, inflation, and previous
government expenditure.
The data is collected from various sources such as the Central Bank of Indonesia,
Note of Government Finances, State Budget Proposal (RAPBN), and Economic Studies of IBII.
This research is using Error Correction Model Approach to see the short and long
term effects of the four independent factors, which influence the government
expenditure. By using the time series data since 1969 to 2000 and processed by statistic
software (Eviews 3.0), this research finds that the capital inflow and inflation have a significant
impact on government expenditure in short time. However, in long term, the estimation
result shows that economic growth, capital inflow, inflation, previous government expenditure, the
changes of inflation and government expenditure have a significant impact on
government expenditure in Indonesia. This study also finds that the changes of
economic growth and capital inflow do not give any significant impact on government expenditure.
