Studi Kasus : Pelebaran Ruas Jalan Setiabudi Medan
Abstrak
Pembangunan infrastruktur daerah mempunyai peranan yang penting, karena
keberhasilannya selain akan meningkatkan taraf hidup dan kesejahteraan masyarakat,
juga akan memberikan kontribusi terhadap tingkat keberhasilan pembangunan pada
skala regional dan nasional. Salah satu masalah kurangnya percepatan pembangunan
adalah rendahnya tingkat pemahaman masyarakat terhadap program pembangunan yang
berlangsung disamping rendahnya partisipasi dan keikut sertaan masyarakat dalam
pelaksanaan pembangunan.
Pada studi kasus pembebasan tanah bagi proyek pelebaran ruas jalan Setiabudi
Medan yang telah mencapai progress 100% pada tahun 2003 dengan jumlah persil 244
unit untuk panjang jalan sejauh 3,7 km ternyata menunjukkan gejala pola partisipasi
yang beragam semenjak dicanangkannya program partisipasi masyarakat dalam
p emb ang unan o leh Walikotamady a Med a n p ad a tahun 2 001. Bag aiman a rag am
partisipasi masyarakat yang terjadi inilah yang menjadi pokok bahasan kajian ini.
Penelitian ini bertujuan un tuk meneliti hahwa tind ak an dalam prog ram
p e mb e b a s a n l a h a n y a n g m e l i b a t k a n a s p i ra s i d a n p a r t i s i p a s i m a s y a r a k a t k o l a
berkemungkinan sepadan ataupun tidak dengan membandingkannya terhadap teori
Communicative Planning sebagaimana dinyatakan oleh Johan Woltjer (2000) dalam
buku ‘Consensus Planning – The relevance of communicative planning theory in Dutch
infrastructure development’
Dengan menggunakan metodologi kajian study kasus secara kualitatif maka hasil
penelitian ini menunjukkan adanya ragam konsensus yang khas. Terhadap teori
communicative planning versi Woltjer (2000) ternyata wujud konsensus di Medan ini
belum sepenuhnya mengikuti pola yang ditawarkan terutama dalam hal masih demikian
dominan peran pemerintah serta kurangnya pemberian peran masyarakat di awal
program yang akhirnya cukup berpengaruh terhadap biaya dan waktu pembangunan.
Adapun hasil kajian dapat diajukan sebagai rekomendasi penerapan teori conuminicadve
planning bagi pembangunan di kola Medan terutama dalam hal evaluasi dan perencanaan
Rencana Umum Tata Ruang Kota Medan masa mendatang.

ABSTRACT
The development of urban infrastructure have important role which its success on life quality
improvement and society welfare will as well contributed to the regional and national
development achievement. One problem of slow development is low understanding of
society to the program beside low participation from the society.
On case studies of land take over of Setia Budi Road have 100% progress in 2003 with
number of land 244 units along 3,7 km show the characteristic were various participation
since its program conducted by the Meyer of Medan in 2001. This various society
participation becomes objective of this thesis.
The objective is to analyze that the act of land take over with participation and aspiration
from the urban community has the possibility or disposability compare to the theory of
"Consensus Planning- The relevance of communicative planning theory in Dutch
infrastructure development" by Johan Woltjer (2000).
By using qualitative case studies methodology, the research found unique and various
consensuses. By this theory; communicative planning by Woltjer (2000); the thesis found that the
output of consensus is not fully followed the pattern especially the dominant role of government
as well as lack of role society at the beginning of the program impact to the cost and
development duration. How ever this research can be recommended as applied communicative
planning theory to the development in Medan especially on the evaluation and planning of Medan
Urban Planning in the future.
