Abstrak
Pemerintah melalui Dinas Koperasi dan UKM menjalankan program pengembangan sentra
UKM melalui dukungan BDS. Business Development Services (BDS) tersebut diharapkan mampu
memberi layanan kepada UKM dalam sentra terpilih antara lain meliputi kegiatan layanan informasi,
konsultasi, pelatihan, bimbingan/pendampingan, kontak bisnis dan fasilitasi dalam memperluas pasar,
memperoleh permodalan, mengembangkan tehnik produksi melalui pengembangan tehnologi,
mengembangkan organisasi dan manajemen UKM termasuk termasuk membantu penyusunan
proposal pengembangan bisnis UKM.
Permasalahan dalam penelitian ini adalah: Bagaimana pengaruh peran Business Development
Services (BDS) yang meliputi: produksi, pemasaran dan teknologi terhadap pendapatan pengusaha
Konveksi di Kota Binjai dan mana program yang paling berpengaruh. Penelitian ini bertujuan untuk
mengetahui pengaruh peran Business Development Services (BDS) meliputi: produksi, pemasaran dan
teknologi terhadap pendapatan pengusaha Konveksi di Kota Binjai dan mencari program yang
dominan.
Teori yang digunakan dalam penelitian ini adalah teori tentang Usaha Kecil Menengah,
Pengembangan sentra UKM, Konsep Business Development Services (BDS), manajemen bisnis,
manajemen produksi, penegertian pemasaran, sistem informasi pemasaran dan pengertian teknologi.
Metode yang digunakan dalam penelitian ini adalah menggunakan pendekatan deskriptif
kuantitatif. Jenis penelitian yang dilakukan studi kasus. Sifat dari penelitian ini adalah deskriptif
eksplanatory. Dan metode analisis data yang digunakan adalah regresi linier berganda.
Hasil dari penelitian ini adalah : Layanan Business Development Service (BDS) yang terdiri
dari produksi, pemasaran dan telmologi berpengaruh terhadap pendapatan pengusaha konveksi di
Kota Binjai. Hal ini membuktikan bahwa peningkatan pendapatan pengusaha dipengaruhi oleh
layanan yang dibedkan oleh BDS baik itu berupa pelatihan, workshop, studi banding, konsultasi
maupun kontak bisnis yang diselenggarakan oleh pihak BDS. Walaupun ketiga variabel bebas
memiliki pengaruh positif, tetapi variabel tekonologi memiliki pengaruh paling dominan terhadap
pendapatan pengusaha konveksi.

The government through the Departement of Cooperative and Small and Medum Enterprise
(SME) has been implementing the development program of SME centre throuh Business
Development Service (BDS) support. This program is expected to support all enterprises as member
of BDS. The activities that given by the program include information service, consultancy, training
supervisory, business contat, and facilities for expanding market, funding resource, production
development, organization development, and management of SME including to assist for writing
proposal of SME development.
The problem in this research are how BDS programs production, marketing, and technology
influence the income of convection entrepreneur in Binjai City, and which one is a dominant
program. The objectives of this research are to evaluate the influence of BDS programs: production,
marketing, and technology on the income of convection entrepreneur and to find the dominant
program.
The theory that used in this research are theories of small and medium enterprise (SME),
development centre of small medium enterprise, business concept, management business, product
management, understanding of marketing, marketing information system and understanding of
technology.
This method that is implemented in this research is descriptive quantitative method. The type
of this research is a study case. The characteristic of the research is explanotory descriptive. Data was
analyzed using multiple linier regression.
This research yields that BDS programs (production, marketing, and technology) influences
the income of convection entrepreneurs in Binjai City. This prises that increment of entrepreneurs
income is influenced by BDS services such as training, workshop, recursion study, consultancy and
business contact as well as. Among this three programs, technology program is a dominan program
that influences the entrepreneurs income.
