DARD  advises  the  Provincial  Peoples  Committee  on  decisions  that should  be  taken.  The  Committee  consults  through  the  District  level
committees  the  communes  on  the  decisions  to  be  taken,  and  these  are usually  upheld.  However,  there  is  tacit  acceptance  that  any  attempt  to
regulate  the  fishery  would  meet  with  widespread  opposition,  especially from the inshore fishermen.
Fishermen  do  not  have  appropriate  Community  based  management structures  in  place.  Some  joint  initiatives  may  be  forthcoming  between
the large scale processors and the fishing communities.
