3.6 Environmental Monitoring and Compliance

The Initial Environmental Examination IEE was submitted in December 2009 subsequent to submission of this first implementation workplan. Monitoring schemes were put in place in Year 1 to ensure no significant environmental impacts are occurring for those actions or projects which are identified as possibly causing minor environmental impacts. In Year 1, almost all of the activities fall under categorical exclusions e.g. trainings, meetings, assessments, environmental surveys. There are no plans at this time to implement gear exchanges, which in some instances can have an impact on endangered species of marine mammals or marine turtles depending on the type of gear exchanged and the type of new gear provided. Some of the small grant activities, notably relative to small grants for sanitation or diversified livelihoods programs, are anticipated to require some monitoring and may require minor mitigation measures to avoid any significant impacts. These are any early actions taken at some of the coastal landing sites—e.g., possible construction of water and sanitation systems or other minor infrastructure improvements, andor construction of small scale marketing, processing or landing facilities. Possible mitigation measures include actions to reduce erosion or sedimentation into adjacent water bodies during and after construction, to ensure proper siting of wells or bore holes dug. The specific actions will depend on results of the participatory appraisals, the needs identified by the communities, and the results of the feasibility studies.
