Latar Belakang
Salah satu kebanggaan bangsa
Indonesia dalam pembangunan bidang
pertanian pada periode PJPT 1 (19691994) adalah tercapainya swasembada
pangan (beras) pada tahun 1984.
Prestasi ini tercapai dengan kerja keras
pemerintah dan masyarakat petani
melalui
berbagai
program
dan
kegiatan, khususnya intensifikasi dan
ekstensifikasi pertanian.
Data statistik pertanian pada tahun
1996 menunjukkan bahwa produksi
padi tercatat 48.59 juta ton. Dari total
produksi ini, sekitar 53.3 persen
dillasilkan di pulau Jawa yang luasnya
