Within a Filter capabilities document support for the logical
operators is accomplished by including the empty element
fes:LogicalOperators. This however is different from the other
operators which are explicitly listed.

Summary of *
change:

Modify the fes:LogicalOperators element to include content so that the
supported logical operators AND, OR and NOT are explicitly listed.
This also provides room for future expansion to include other logical
operators (e.g. XOR).
