clarify whether additional parameter domain and constraint (possibly
vendor specific) can appear in the capabilities document.

Add a sentence to clause 8.3.5 that allows vendors to include addition
ows:Parameter and ows:Constrain element that client can ignore if they
don't recognize them. I think OWS common may say something along
those lines -- in which case clause 8.3.5 should reference the
relevant OWS clause.
