1. Background
Statistics is a crucial element for informed, evidence-based decision making and monitoring of
national development strategies, and BPS (Badan Pusat Statistik) is the official source of strategic
social and economic development indicators, such as population, GDP, inflation, unemployment and
poverty in Indonesia. Government agencies depend on key statistics from BPS for planning and
budgeting, targeting of policies and programs, as well as outcome monitoring and evaluation.
Under decentralization and regional autonomy, BPS continues to play a strategic role within the
current constellation of the new administration, as it remains one of the few vertical institutions in
Indonesia. BPS regional offices also fulfill dual important and crucial roles: 1) to implement

nationwide censuses and surveys in the field; and 2) to serve as the statistics office in the region at
the province or district/city level.
With demand for increased transparency and accountability (good governance), it is increasingly
important for official statistics produced by BPS to be easily accessible and interpretable. At the
same time, the standards and methods used by BPS to produce these official statistics must also be
transparent and accountable to ensure public trust.
To address the above challenges, BPS is implementing a 5-year Transformation Program, called the
Statistical Capacity Building-Change and Reform for the Development of Statistics (STATCAPCERDAS) Project, to increase the effectiveness and efficiency of BPS to produce and disseminate
reliable and timely statistics in accordance with international standards and best practices, and to
be responsive to user needs.
This reform program comprises of three major pillars that will improve effectiveness and efficiency
of the organization: (1) statistic quality improvement; (2) integrated Information Communication

and Technology (ICT) implementation; and (3) human capital management improvement and
organization alignment, and firmly supported by comprehensive project and change management.
To manage the whole project and to be accountable for the deliverables of the project, a PMU

support the PMU.


2. Duties and Responsibilities
1. Conduct the first assessment of O e ’s Age t p oje t epo t as requested by the Head of PMU
(Project Management Unit) and as a ualit assu a e to O e ’s Age t, provide professional
analysis and strategic advice to the Project Owner and the Head of PMU as the Project Manager,
identifying cross cutting issues, possible bottle necks which could hurdles the Program, and
providing hands on alternative solutions to both the Project Owner and the Head of PMU;

with the World Bank task team;
O e ’s Age t is well on board and perform satisfactorily in its initial months of the
assignment; and
PMU has the capacity to do a proper initial contract management and monitoring of the
work of the consultants.


3. Assist the STATCAP-CERDAS Program in improving its internal control system, and in collaboration
ith the O e ’s Age t, i p o i g the apa it of the i spe to ate offi e as the BPS i te al
control unit; and
4. Provide an initial oversight on the institutional capacity building aspects under the STATCAPCERDAS Program to ensure sustainable transformation progress, including in coordination with
the World Bank (including the World Bank Institute – now called CL4D, as necessary) & O e ’s
Agent, ensuring more towards international exposures and networking of BPS, and modernizing
the BPS managerial processes.

3. Deliverables
1. Reviews and comments on the STATCAP-CERDAS monthly project progress prepared by the
O e ’s Agent, and provide monthly reports to the Head of PMU on the performance of the
O e ’s Age t;

2. Special memo or report as requested by the Project Owner or the Head of PMU concerning
recommendations or solutions to emerging issues or problems affecting effective
implementation and end deliverables of the project;
3. Monthly report on assistance to PMU In contract management; and
4. A brief report at the end of the assignment, summarizing the overview of initial institutional

capacity building aspects under the STATCAP-CERDAS Program

4. Qualification Criteria
This assignment requires an Individual Consultant with the following qualifications and experience as:

administration, commerce, law or related fields;
b. A minimum of twelve years of progressively responsible experience in project management,
procurement, contract management, or related area, preferably in the World Bank or other
International Financing Agency is required;
c. Working experience in a complex institutional reform program containing aspects of enterprise
implementation, organizational and human capital restructuring and change management in a
developing country is highly desirable;
d. Strong analytical skills;
e. Well-developed pla

Excellent written and oral communication skills in English, to deliver complex technical
documents, reports, papers and recommendations;

g. Ability to understand and speak Bahasa Indonesia will be an advantage; and
h. Experience in building productive internal and external relationships and working productively in
a team environment.
