KATA PENGANTAR
Publikasi “Dumai Dalam Angka Tahun 2015” ini merupakan publikasi yang diterbitkan secara berkala oleh Badan Pusat Statistik Kota Dumai. Penerbitan publikasi ini, salah satu bagian dari upaya mengembangkan perstatistikan daerah guna menyediakan data yang terpadu.
Tujuan publikasi ini adalah untuk memberikan informasi secara terinci tentang keadaan statistik sektoral yang banyak diperlukan oleh perencana dan pengambil keputusan dalam merumuskan kebijakan pada bidang masing-masing. Dalam usaha memenuhi selera kebutuhan para konsumen yang terus bertambah, secara bertahap Badan Pusat Statistik Kota Dumai berusaha untuk meningkatkan baik mengenai kecepatan waktu penerbitan maupun mutu datanya. Dengan pengertian serta kerjasama yang baik dari Dinas-Dinas/ Instansi-instansi, mudah-mudahan segala harapan di atas dapat segera diwujudkan.

P R E F A C E
“Dumai in Figures 2015” is an annual publication of Regional Development Planning Board of Dumai Municipality in cooperation with the Central Board of Statistic of Dumai.
The main purpose of this annual publication is to give detailed information concerning statistical data of various sectors needed by planning researchers and decision makers in formulating the policy to be carried out. To fulfill the users requirement, we gradually try to improve the publishing schedule faster as well as the data quality, by participation and mutual understanding from various governmental agencies and bodies, we hope this goal will be achieved.
Having published the 2015 editing of Dumai in Figures, we wish to express our thank to the heads of all Representative Offices that have given their help in compiling the data for this edition. We hop this support will continue in the coming years.
Finally, we still expect construction suggestions for the improvement of the next publication.

1. Geografis
Kota Dumai terletak pada posisi antara 1023’ – 1024’–23’ Lintang Utara dan 101023’37’ - 101028’ 13’ Bujur Timur. Kota
Dumai mempunyai luas 1.727,38 Km2 dengan
batas-batas wilayah sebagai berikut:
1. Sebelah Utara berbatasan dengan Selat
Rupat.
2. Sebelah Timur berbatasan dengan
Kecamatan Bukit Batu Kabupaten
Bengkalis.
3. Sebelah Selatan berbatasan dengan
Kecamatan Mandau dan Kecamatan Bukit Batu Kabupaten Bengkalis
4. Sebelah Barat berbatasan dengan
Kecamatan Tanah Putih dan Kecamatan Bangko Kabupaten Rokan Hilir.
Kota Dumai sebagian terdiri dari dataran rendah di bagian Utara dan sebagian dataran tinggi di sebelah Selatan. Pada umumnya struktur tanah terdiri dari tanah podsolik merah kuning dari batuan endapan, alluvial, dan tanah organosol dan gley humus dalam bentuk rawa-rawa atau tanah basah.

Dumai Municipality lies between 1023’ – 1024’–23’ North Latitude and 101023’37’ - 101028’ 13’ East Longitude. Dumai Municipality wide is about 1,727.38 Km2:
1.The north limited with Rupat Strait
2.The east limited with Bukit Batu District, Bengkalis Regency.
3.The south limited Mandau District and Bukit Batu, Bengkalis Regency.
4.The west limited with Tanah Putih District and Bangko District, Rokan Hilir Regency
Mostly, Dumai Municipality consist of lowland plain in North and upland plai in South. Generaly, the land is yellow-red podsolic from sediment stone, allivial ang organool, and gley humus in marsh or wet land.

Di wilayah Kota Dumai terdapat 15 buah sungai yang dapat dilayari oleh kapal pompong, sampan dan perahu sampai jauh ke daerah hulu sungai. Sungai Buluala,
Sungai Senepis, dan Sungai Mesjid
merupakan tiga sungai yang terpanjang.
Daerah ini beriklim tropis dengan suhu udara berkisar antara 210C – 360C dan terdapat dua musim yaitu musim hujan dan musim kemarau. Jumlah hujan pada tahun 2012 tercatat 168 hari dengan curah hujan sebanyak 2.584 mm.
Dumai Municipality has 15 river which can be accrossed by pompong, rowing boat until to upper course of river. Buluala River, Senepis, and Mesjid River is the three longest river.
Dumai has tropic climate with 210C – 360C temperature and two season, rain season and dry monsoon. Numbers of Raindays in 2012 was recorded at 168 day with 2,584 mm rainfalls.

2.1. Pemerintahan Daerah.
Pembentukan Pemerintahan Kota
Dumai dikukuhkan dengan Undang-undang No. 16 Tahun 1999 tanggal 20 April 1999. Wilayah administrasi pemerintahan daerah ini terdiri dari 3 wilayah kecamatan, 13 kelurahan dan 9 desa, tahun 2010 dimekarkan menjadi 7 kecamatan dengan 33 kelurahan.
Secara administrasi Kota Dumai
dikepalai oleh seorang Walikota/Kepala
Daerah dengan seorang Wakil Walikota. Didalam melaksanakan tugasnya, dibantu Sekretariat Daerah, Inspektorat dan 22 Dinas dan Badan serta 8 kantor pelayanan masyarakat, diantaranya Badan Perencanaan dan Pembangunan Kota (Bapeko) Dumai.
Sekretaris Daerah membawahi 3 (tiga) asisten dan 11 (sebelas) Bagian yaitu :

Formation Regional Administration the Dumai Municipality was Strengthened by the law number 16 year 1999 of April 20, 1999. Dumai Municipality divided into 3 district that consist of 13 kelurahan, 9 villages and in 2010 be expanded to 7 district, and 33 kelurahan.
Administratively Dmai leads by a Mayor and vice Mayor. To implement his duties, there are the Regional Secretary,Regional Inspectorate, 22 boards services, 8 public office services, including The Regional Development Planning Board.

Badan Perencanaan Pembangunan Kota Dumai disamping bertugas secara teknis, juga mengkoordinir dan mengintegrasikan usaha, penyusunan rencana dan program kerja.
Inspektorat Kota Dumai merupakan
unsur pengawas dengan tugas pokok
melakukan pengawasan umum atas jalannya roda pemerintahan daerah sesuai dengan rencana dan peraturan yang berlaku.
2.2. Kepegawaian
Pegawai Negeri Sipil di lingkungan Pemerintah Kota Dumai berjumlah 4.585 orang, golongan I berjumlah 35 orang (0,76 persen), golongan II berjumlah 1.346 orang (29,36 persen), golongan III berjumlah 2.274 orang (49,60 persen) dan selebihnya sebanyak 930 orang (20,28 persen) golongan IV.

Number of civil servants under Regional Development Dumai Municipality were recorded at 4,585 persons, 1st rank was 35 persons (0.76 percent), 2nd rank was 1,346 persons (29.36 percent), 3rd rank was 2,274 persons (49,60 percent) and the remaining 4th rank was 930 persons (20,28 percent).
