Analisis Trend Ekspor Tembakau Besuki Na Oogst Dan Kontribusinya
Terhadap Perekonomian Kabupaten Jember, Ferry Susilo Darmawan,

Universitas Jember.
Tembakau Besuki Na Oogst adalah tanaman tembakau yang digunakan
sebagai pembalut (dekblad), pengikat atau pembungkus (binder) dan pengisi
cerutu (filler). Tembakau Besuki Na Oogst (BesNO) berperan penting bagi
pertumbuhan ekonomi Kabupaten Jember. Tahun 2008 kontribusi nilai ekspor
tembakau Besuki Na Oogst 42% (US$ 35.316.224) dari keseluruhan nilai ekspor
Kabupaten Jember (US$ 84.209.381). Selama 2 dekade (1990-2010) ekspor
tembakau Besuki Na Oogst mengalami penurunan. Penurunan ekspor disebabkan
karena anomali cuaca yang tidak menentu, adanya kebijakan FCTC (Framework
Convention on Tobacco Control) dari WHO dan berakhirnya pasar lelang
tembakau di Bremen, Jerman (Kabupaten Jember, 2010).
Penelitian ini bertujuan untuk menganalisis: (1) trend ekspor tembakau Na
Oogst di Kabupaten Jember hingga 2020; (2) Kontribusi ekspor tembakau Na
Oogst terhadap PDRB (Produk Domestik Regional Bruto) Kabupaten Jember; (3)
Faktor-faktor yang mempengaruhi ekspor tembakau Na Oogst di Kabupaten
Jember. Penelitian ini menggunakan data sekunder tahun 1991-2010 untuk
analisis trend ekspor tembakau BesNO, data tahun 1991-2009 untuk analisis
kontribusi dan data tahun 1998-2009 untuk analisis regresi. Lokasi penelitian
ditentukan secara sengaja (purposive Method) di Kabupaten Jember . Metode
analisis data yang digunakan adalah analisis trend, analisis kontribusi dan analisis
regresi linier berganda.
Hasil penelitian menunjukkan bahwa: (1) Trend ekspor tembakau Besuki
Na Oogst Kabupaten Jember hingga tahun 2020 menunjukkan trend yang
menurun; (2) Kontribusi ekspor tembakau Besuki Na Oogst Kabupaten Jember
terhadap PDRB Sektor Pertanian dan PDRB total Kabupaten Jember periode

tahun 1991 hingga 2009 adalah tinggi. Trend kontribusi ekspor tembakau Besuki
Na Oogst Kabupaten Jember terhadap PDRB Pertanian dan PDRB total
Kabupaten Jember hingga tahun 2020 mengalami penurunan; (3) Variabelvariabel yang berpengaruh nyata terhadap volume ekspor tembakau Besuki Na
Oogst ke negara Rusia adalah harga ekspor, nilai kurs rupiah terhadap dollar
Amerika dan GDP Rusia, sedangkan variabel-variabel yang tidak berpengaruh
nyata adalah luas lahan tembakau Besuki Na Oogst, jumlah curah hujan dan
kebijakan FCTC. Variabel-variabel yang berpengaruh nyata terhadap ekspor
tembakau Besuki Na Oogst ke negara Jerman adalah harga ekspor, nilai kurs
rupiah terhadap dollar Amerika, GDP Jerman dan luas lahan, sedangkan variabelvariabel yang tidak berpengaruh nyata adalah jumlah curah hujan, jumlah hari
hujan dan kebijakan FCTC. Variabel-variabel yang berpengaruh nyata terhadap
ekspor tembakau Besuki Na Oogst ke negara Amerika Serikat adalah harga
ekspor, sedangkan variabel-variabel yang tidak berpengaruh nyata adalah nilai
kurs rupiah terhadap dollar Amerika, GDP AS, luas lahan tembakau Besuki Na
Oogst, intensitas hujan dan kebijakan FCTC. Variabel-variabel yang berpengaruh
nyata terhadap ekspor tembakau Besuki Na Oogst ke negara Cina adalah harga
ekspor, nilai kurs rupiah terhadap dollar Amerika, GDP Cina, luas lahan dan
intensitas hujan, sedangkan variabel-variabel yang tidak berpengaruh nyata adalah
harga domestik dan kebijakana FCTC. Variabel-variabel yang berpengaruh nyata
terhadap ekspor tembakau Besuki Na Oogst ke negara Belgia adalah harga ekspor,
nilai kurs rupiah terhadap dollar Amerika dan GDP Belgia, sedangkan variabelvariabel yang tidak berpengaruh nyata adalah luas lahan, intensitas hujan dan
kebijakan FCTC.

Besuki Na Oogst tobacco is a plant which are used as wraper (dekblad),
binder (omblad) and cigar filler. Besuki Na Oogst tobacco has an important role
for economic growth of Jember. In 2008, export contribution value of Besuki Na
Oogst is 42% (US$ 35.316.224) from the whole of Jember’s export value (US$
84.209.381). The export of Besuki Na Oogst tobacco decreased over the past two
decades (1990-2010). The decreasing in export by dint of erratic weather
anomalies, the policy of FCTC from WHO and the end of the tobacco auction
market in Bremen, Germany.
This study aims to analyze: (1) the export trend of Na Oogst tobacco in
Jember up to 2020; (2) the export contribution of Na Oogst tobacco towards to the
GDPR of Jember; (3) the affecting factors on the export of Na Oogst tobacco in
Jember. This study uses secondary data, the data used has stretch of time from
1991 until 2010. The location of this study is determined by deliberate (purposive
Method) in Jember. Data analysis methods in this study are trend analysis,
contribution analysis and multiple linear regression analysis.
The study’s results show: (1) Export trend of Besuki Na Oogst tobacco
from Jember up to 2020 shows a declining trend; (2) Export contribution of
Besuki Na Oogst tobacco from Jember towards to the Agricultural Sector GDPR
of Jember and to the total GDPR of Jember in 1991 to 2009 are high. Export
contribution trend of Besuki Na Oogst tobacco from Jember towards to the
Agricultural GDPR of Jember and to the total GDPR of Jember up to 2020 has a
decreasing trend; (3) The variables significantly affecting on export volumes of
Besuki Na Oogst tobacco to Russian are the price of export, the value of Rupiah
exchange rate against U.S. dollar and the GDP of Russian, while the affecting
variables insignificantly are the area of Besuki Oogst Na tobacco, the rainfall and

the FCTC policy. The variables significantly affecting on the export of Besuki Na
Oogst tobacco to Germany are the price of export, the value of Rupiah exchange
rate against U.S. dollar, the GDP of German and land area, while the variables
insignificantly affecting are the rainfall, the amount of rainy days and the FCTC
policy. The variables significantly affecting on the export of Besuki Na Oogst
tobacco to the United States is the price of export, while the variables
insignificantly affecting are the value of Rupiah exchange rate against U.S. dollar,
the GDP of U.S., land area of Besuki Na Oogst, the intensity of rain and FCTC
policy. The variables significantly affecting on the export of Besuki Na Oogst
tobacco to China are the price of export, the value of rupiah exchange rate against
U.S. dollar, the GDP of China, land area and intensity of rainfall, while the
variables insignificantly affecting are the domestic price and the FCTC policy.
The variables significantly affecting on the export of Besuki Na Oogst tobacco to
Belgium are the price of export, the value of Rupiah exchange rate against U.S.
dollar and the GDP of Belgium, while the variables insignificantly affecting are
the land area, the intensity of rain and the FCTC policy.

Analisis Trend Ekspor Tembakau Besuki Na Oogst Dan Kontribusinya
Terhadap Perekonomian Kabupaten Jember, Ferry Susilo Darmawan,

Tembakau Besuki Na Oogst adalah tanaman tembakau yang digunakan
sebagai pembalut (dekblad), pengikat atau pembungkus (binder) dan pengisi
cerutu (filler). Tembakau Besuki Na Oogst (BesNO) berperan penting bagi
pertumbuhan ekonomi Kabupaten Jember. Tahun 2008 kontribusi nilai ekspor
tembakau Besuki Na Oogst 42% (US$ 35.316.224) dari keseluruhan nilai ekspor
Kabupaten Jember (US$ 84.209.381). Selama 2 dekade (1990-2010) ekspor
tembakau Besuki Na Oogst mengalami penurunan. Penurunan ekspor disebabkan
karena anomali cuaca yang tidak menentu, adanya kebijakan FCTC (Framework
Convention on Tobacco Control) dari WHO dan berakhirnya pasar lelang
tembakau di Bremen, Jerman (Kabupaten Jember, 2010).
Penelitian ini bertujuan untuk menganalisis: (1) trend ekspor tembakau Na
Oogst di Kabupaten Jember hingga 2020; (2) Kontribusi ekspor tembakau Na
Oogst terhadap PDRB (Produk Domestik Regional Bruto) Kabupaten Jember; (3)
Faktor-faktor yang mempengaruhi ekspor tembakau Na Oogst di Kabupaten
Jember. Penelitian ini menggunakan data sekunder tahun 1991-2010 untuk
analisis trend ekspor tembakau BesNO, data tahun 1991-2009 untuk analisis
kontribusi dan data tahun 1998-2009 untuk analisis regresi. Lokasi penelitian
ditentukan secara sengaja (purposive Method) di Kabupaten Jember . Metode
analisis data yang digunakan adalah analisis trend, analisis kontribusi dan analisis
regresi linier berganda.
Hasil penelitian menunjukkan bahwa: (1) Trend ekspor tembakau Besuki
Na Oogst Kabupaten Jember hingga tahun 2020 menunjukkan trend yang
menurun; (2) Kontribusi ekspor tembakau Besuki Na Oogst Kabupaten Jember
terhadap PDRB Sektor Pertanian dan PDRB total Kabupaten Jember periode

tahun 1991 hingga 2009 adalah tinggi. Trend kontribusi ekspor tembakau Besuki
Na Oogst Kabupaten Jember terhadap PDRB Pertanian dan PDRB total
Kabupaten Jember hingga tahun 2020 mengalami penurunan; (3) Variabelvariabel yang berpengaruh nyata terhadap volume ekspor tembakau Besuki Na
Oogst ke negara Rusia adalah harga ekspor, nilai kurs rupiah terhadap dollar
Amerika dan GDP Rusia, sedangkan variabel-variabel yang tidak berpengaruh
nyata adalah luas lahan tembakau Besuki Na Oogst, jumlah curah hujan dan
kebijakan FCTC. Variabel-variabel yang berpengaruh nyata terhadap ekspor
tembakau Besuki Na Oogst ke negara Jerman adalah harga ekspor, nilai kurs
rupiah terhadap dollar Amerika, GDP Jerman dan luas lahan, sedangkan variabelvariabel yang tidak berpengaruh nyata adalah jumlah curah hujan, jumlah hari
hujan dan kebijakan FCTC. Variabel-variabel yang berpengaruh nyata terhadap
ekspor tembakau Besuki Na Oogst ke negara Amerika Serikat adalah harga
ekspor, sedangkan variabel-variabel yang tidak berpengaruh nyata adalah nilai
kurs rupiah terhadap dollar Amerika, GDP AS, luas lahan tembakau Besuki Na
Oogst, intensitas hujan dan kebijakan FCTC. Variabel-variabel yang berpengaruh
nyata terhadap ekspor tembakau Besuki Na Oogst ke negara Cina adalah harga
ekspor, nilai kurs rupiah terhadap dollar Amerika, GDP Cina, luas lahan dan
intensitas hujan, sedangkan variabel-variabel yang tidak berpengaruh nyata adalah
harga domestik dan kebijakana FCTC. Variabel-variabel yang berpengaruh nyata
terhadap ekspor tembakau Besuki Na Oogst ke negara Belgia adalah harga ekspor,
nilai kurs rupiah terhadap dollar Amerika dan GDP Belgia, sedangkan variabelvariabel yang tidak berpengaruh nyata adalah luas lahan, intensitas hujan dan
kebijakan FCTC.

Besuki Na Oogst tobacco is a plant which are used as wraper (dekblad),
binder (omblad) and cigar filler. Besuki Na Oogst tobacco has an important role
for economic growth of Jember. In 2008, export contribution value of Besuki Na
Oogst is 42% (US$ 35.316.224) from the whole of Jember’s export value (US$
84.209.381). The export of Besuki Na Oogst tobacco decreased over the past two
decades (1990-2010). The decreasing in export by dint of erratic weather
anomalies, the policy of FCTC from WHO and the end of the tobacco auction
market in Bremen, Germany.
This study aims to analyze: (1) the export trend of Na Oogst tobacco in
Jember up to 2020; (2) the export contribution of Na Oogst tobacco towards to the
GDPR of Jember; (3) the affecting factors on the export of Na Oogst tobacco in
Jember. This study uses secondary data, the data used has stretch of time from
1991 until 2010. The location of this study is determined by deliberate (purposive
Method) in Jember. Data analysis methods in this study are trend analysis,
contribution analysis and multiple linear regression analysis.
The study’s results show: (1) Export trend of Besuki Na Oogst tobacco
from Jember up to 2020 shows a declining trend; (2) Export contribution of
Besuki Na Oogst tobacco from Jember towards to the Agricultural Sector GDPR
of Jember and to the total GDPR of Jember in 1991 to 2009 are high. Export
contribution trend of Besuki Na Oogst tobacco from Jember towards to the
Agricultural GDPR of Jember and to the total GDPR of Jember up to 2020 has a
decreasing trend; (3) The variables significantly affecting on export volumes of
Besuki Na Oogst tobacco to Russian are the price of export, the value of Rupiah
exchange rate against U.S. dollar and the GDP of Russian, while the affecting
variables insignificantly are the area of Besuki Oogst Na tobacco, the rainfall and

the FCTC policy. The variables significantly affecting on the export of Besuki Na
Oogst tobacco to Germany are the price of export, the value of Rupiah exchange
rate against U.S. dollar, the GDP of German and land area, while the variables
insignificantly affecting are the rainfall, the amount of rainy days and the FCTC
policy. The variables significantly affecting on the export of Besuki Na Oogst
tobacco to the United States is the price of export, while the variables
insignificantly affecting are the value of Rupiah exchange rate against U.S. dollar,
the GDP of U.S., land area of Besuki Na Oogst, the intensity of rain and FCTC
policy. The variables significantly affecting on the export of Besuki Na Oogst
tobacco to China are the price of export, the value of rupiah exchange rate against
U.S. dollar, the GDP of China, land area and intensity of rainfall, while the
variables insignificantly affecting are the domestic price and the FCTC policy.
The variables significantly affecting on the export of Besuki Na Oogst tobacco to
Belgium are the price of export, the value of Rupiah exchange rate against U.S.
dollar and the GDP of Belgium, while the variables insignificantly affecting are
the land area, the intensity of rain and the FCTC policy.
