The CITY and the Kampung for ALL
to.… the Future
Housing for all in a fast growing cities do not only depend
on the issue of finance or policy, but space for low
income housing should be sufficiently allocated when
drafting its development plan.
When the first structure plan was prepared for Surabaya
(1973), existing kampungs, especially in the old part of
the city was designated as low income urban housing as
well as urban heritage due to its function as cradle of the
history and culture of the city

Future City for ALL has to meet
many challenges
• A sound city development plan and consistently
implemented
• Development based on local available resources
• Development is NOT about building, but PEOPLE
• Being poor is not a curse, rather a challenge to
be met by and for ALL in a smart way

loan from the World Bank (1976),
kampungs have been transformed into a

Income Housing
Kampung as low income housing cannot be developed in
isolation but should closely linked as integral part of the
city or town for its lifeline in term of social, economic as
well as physical and environmental aspects to include bio
diversity and urban farming.
Surabaya built many city parks spread to all part of the
city for the purpose of improving the overall quality of life
and compensating the need for open space of the
densely populated kampungs in all parts of the city
