Abstract
Good governance with good service to the public will do continuous evaluation
and betterment to its effective, efficient, and economical work. Local and national
government work achievement is also observable from its success in managing the
education sector. Government evaluation through comparing best practice indicators or
IKK (Indikator Kinerja Kunci) of local government and national government of
developing country and developed country becomes government self-evaluation in giving
input to the success in education sector, held by local government. The research
compared and chose IKK of Salatiga local government, IKK of Indonesian national
government, and best practice in United States government to give input to Salatiga local
government in improving the education sector.
To gather information of IKK items, the research did content analysis to Salatiga
local government work report in 2009 called LPPD (Laporan Penyelenggaraan
Pemerintah Daerah), Education Ministry strategic plan in 2010-2014 called Rencana
Strategis Kemendikbud related to elementary education, and best practice of elementary
education in United Sates; which three were published to public. The research
respondents, who were Salatiga legislative members, assessed the relevance of
Indonesian Education Ministry and United States IKK in elementary education when they
were implemented in Salatiga.
Research analysis revealed that all Salatiga legislative members
mentioned the relevance of the three; Salatiga, Indonesian Education Ministry,
and United States IKK. Respondents mentioned that all 37 IKK items appeared in
the questionnaire were all relevant to be implemented in the level of local
government. Thus, when those IKK were implemented in Salatiga, there would be
betterment in the work of local government in improving the education sector.
