KATA PENGANTAR
Puji syukur penulis panjatkan kehadirat Tuhan yang Maha Esa atas
kesempatan dan berkat yang telah diberikan-Nya kepada penulis sehingga laporan
praktik kerja yang berjudul Proyek Pembangunan Jalan Tol Semarang – Solo
Tahap II Ruas Bawen – Solo, Jembatan Tuntang Paket 3.1 : Bawen - Polosiri
dapat diselesaikan dengan baik sesuai dengan ketentuan yang berlaku.
Praktik kerja menjadi kesempatan mahasiswa untuk terjun langsung dalam
dunia kerja terutama dibidang konstruksi. Mahasiswa diharapkan dapat belajar
secara langsung mengenai dunia konstruksi khususnya dalam suatu proyek
pembangunan sehingga mahasiswa dapat mempelajari dan memahami tahap-tahap
pekerjaan pembangunan, kendala yang dihadapi dalam proses pembangunan serta
solusi yang tepat untuk kendala tersebut.
Laporan praktik kerja ini disusun penulis sebagai salah satu syarat untuk
menempuh kegiatan perkuliahan serta syarat memperoleh gelar sarjana dalam
Program Studi Teknik Sipil Universitas Katolik Soegijapranata Semarang. Selain
itu, laporan ini juga dibuat dengan maksud untuk menyampaikan ilmu yang telah
penulis terima selama penulis melakukan praktik kerja dari 1 April 2016 – 1 Juli
2016. Penulis juga mengucapkan terima kasih kepada pihak-pihak yang telah turut
andil membantu penulis menyusun laporan ini, yaitu kepada:

BAB I
PENDAHULUAN
1.1. Latar Belakang Proyek
Seiring perkembangan pembangunan daerah, pemerintah memiliki rencana
besar untuk menghubungkan antar daerah
dengan digencarkannya
pembangunan dengan memperhatikan aksesbilitas moda transportasi yakni
Pembangunan Jalan Tol Trans Jawa. Pembangunan ini mempunyai tujuan
untuk meningkatkan pelayanan publik dari segi transportasi dalam menunjang
kegiatan sosial–ekonomi di Pulau Jawa. Pembangunan jalan tol ini memiliki
peranan penting dalam mengembangkan jaringan jalan skala regional. Dalam
arti pembangunan ini akan menjadi solusi yang baik dalam memperlancar lalu
lintas di Pulau Jawa.
Jalan Tol Semarang – Solo merupakan sebagian dari rencana pemerintah
dalam Pembangunan Jalan Tol Trans Jawa. PT. Trans Marga Jateng selaku
pengelola jalan tol yang memiliki panjang 75,6 km ini terdapat 2 (dua) tahap
pengerjaan, yakni Ruas Semarang – Bawen dan Ruas Bawen – Solo. Saat ini
pembangunan ruas Semarang – Bawen sudah selesai pengerjaannya, dan
sudah beroperasi sejak 4 April 2014. Jalan Tol tersebut diharapkan dapat
mengurangi kemacetan yang sering terjadi di daerah Semarang – Ungaran –
Bawen.
Untuk Ruas Bawen – Solo terdapat 3 (tiga) paket pekerjaan yaitu,
pembangunan Paket 3.1 : Bawen – Polosiri (Sta. 22+840 – Sta. 26+300),
Paket 3.2 : Polosiri – Sidorejo (Sta. 26+300 – Sta. 33+100) dan Paket 3.3.d :
Sidorejo – Tengaran (Sta. 36+100 – Sta. 40.409).
Pada pekerjaan Paket 3.1, PT. Adhi Karya (Persero) Tbk. selaku
kontraktor utama mengerjakan pekerjaan tanah, perkerasan jalan dan

jembatan. Dalam proyek ini PT. Eskapindo Matra dan PT. Cipta Strada
(KSO), selaku Konsultan Pengawas dan Konsultan Perencana.
Berdasarkan latar belakang tersebut, penulis terfokuskan pada pekerjaan
Struktur Jembatan Tuntang yang memiliki bentang 366 m dengan 8 (delapan)
pilar utama di bawahnya.
1.2. Lokasi Proyek
Lokasi proyek pembangunan Jalan Tol Semarang – Solo, Paket 3.1 :
Bawen – Polosiri dapat dilihat pada Gambar 1.1 yang menunjukkan mengenai
Peta Lokasi Proyek.

BAWEN - POLOSIRI
Dari beberapa batas wilayah, akses jalan dari Semarang untuk menuju ke
lokasi jembatan dapat melalui Kota Ungaran lalu sampai di Bawen. Setelah
sampai di Bawen terdapat Stasiun Tuntang dan dengan mengikuti jalan akan
sampai di lokasi proyek Pembangunan Under Bridge Tuntang.

Secara geografis, letak proyek pembangunan Jalan Tol di batasi oleh
beberapa wilayah, yaitu :
a. Sebelah Utara
: Kota Ungaran, Kabupaten Semarang
b. Sebelah Timur
: Kota Salatiga
c. Sebelah Barat
: Kota Ambarawa
d. Sebelah Selatan
: Rawa Pening
Pada Gambar 1.2 ditunjukkan lokasi proyek pembangunan Jembatan
Tuntang Paket 3.1 (Sta 24+869 – Sta 25+235). Pada peta menunjukkan lokasi
Jembatan Tuntang yang dikelilingi oleh kebun kopi dan di sisi tenggara
terdapat Bendung Tuntang dan Stasiun Tuntang. Di dalam peta tersebut
dijelaskan mengenai tata letak batching plant tempat pembuatan ready mix
milik PT. Varia Usaha Beton dan Gudang tempat penyimpanan material.

1.3. Fungsi Bangunan

menurut
rencana
akan
menghubungkan jalan tol yang dibawahnya terdapat Sungai Tuntang yang
memiliki aliran sungai sepanjang 139 km dan lebar sungai dibawah jembatan
yaitu 15 m. Pengerjaan jembatan ini dimulai dari Abuttment 2 (A2) menuju
Abuttment 1 (A1). Jembatan ini keseluruhannya memiliki panjang 366 m,
dengan kemiringan (i) : 1,00 % dan memiliki 8 pilar (untuk detail gambar
lebih lanjut dapat dilihat pada Lampiran-01). Deskripsi peletakkan pilar 1 pilar 8 (P1-P8) dapat dilihat pada Gambar 1.3.

1.4. Tata Cara Pelelangan
Menurut Pasal 1 Peraturan Menteri Keuangan Nomor 150/PMK.06/2007
tentang
Perubahan
Atas
Peraturan
Menteri
Keuangan
Nomor
40/PMK.07/2006 tentang Petunjuk Pelaksanaan Lelang, disebutkan: lelang
adalah penjualan barang yang terbuka untuk umum dengan penawaran harga
secara tertulis dan/atau lisan yang semakin meningkat atau menurun untuk
mencapai harga tertinggi yang didahului dengan pengumuman lelang.
Dalam pembangunan jalan tol ini termasuk dalam Jenis Pengadaan Jasa
Konstruksi/ Jalan dan Jembatan, karena berhubungan dengan pekerjaan

pelaksanaan kontruksi jalan dan jembatan atau pembangunan wujud fisik
lainnya.
Menurut Peraturan Presiden nomor 54 tahun 2010 menyebutkan
Kualifikasi merupakan proses penilaian kompetensi dan kemampuan usaha
serta pemenuhan persyaratan tertentu lainnya dari penyedia. Evaluasi
kualifikasi dapat dilakukan sebelum peserta memasukkan penawaran harga dan
dapat pula dilakukan setelah pemasukan dokumen penawaran harga (Sopian,
2010).
Ada 2 (dua) jenis kualifikasi, yaitu:
a. Pra kualifikasi adalah proses evaluasi kualfikasi dari penyedia barang/jasa
sebelum memasukkan penawaran harga dan hanya perusahaan yang mampu
memasukkan penawaran yang dapat memenuhi kualifikasi;
b. Pasca kualifikasi adalah proses evaluasi kualifikasi dari penyedia barang/jasa
setelah memasukkan penawaran harga.
Pada proyek pembangunan ini menggunakan sistem tender bebas pasca
kualifikasi untuk mendapatkan kontraktor pelaksana. Yang dimaksud dari
tender bebas pasca kualifikasi yakni, proses pelelangan secara terbuka yang
diadakan oleh pemilik proyek atau bouwheer yaitu PT. Trans Marga Jateng
untuk mendapatkan penyedia barang/jasa dengan syarat memasukkan
dokumen kualifikasi bersamaan dengan dokumen penawaran terlebih dahulu.
Setelah itu akan diadakan proses evaluasi kualifikasi. Calon pemenang akan
diambil 3 (tiga)

KATA PENGANTAR
Puji syukur penulis panjatkan kehadirat Tuhan yang Maha Esa atas
kesempatan dan berkat yang telah diberikan-Nya kepada penulis sehingga laporan
praktik kerja yang berjudul Proyek Pembangunan Jalan Tol Semarang – Solo

dapat diselesaikan dengan baik sesuai dengan ketentuan yang berlaku.
Praktik kerja menjadi kesempatan mahasiswa untuk terjun langsung dalam
dunia kerja terutama dibidang konstruksi. Mahasiswa diharapkan dapat belajar
secara langsung mengenai dunia konstruksi khususnya dalam suatu proyek
pembangunan sehingga mahasiswa dapat mempelajari dan memahami tahap-tahap
pekerjaan pembangunan, kendala yang dihadapi dalam proses pembangunan serta
solusi yang tepat untuk kendala tersebut.
Laporan praktik kerja ini disusun penulis sebagai salah satu syarat untuk
menempuh kegiatan perkuliahan serta syarat memperoleh gelar sarjana dalam
Program Studi Teknik Sipil Universitas Katolik Soegijapranata Semarang. Selain
itu, laporan ini juga dibuat dengan maksud untuk menyampaikan ilmu yang telah
penulis terima selama penulis melakukan praktik kerja dari 1 April 2016 – 1 Juli

BAB I
PENDAHULUAN
1.1. Latar Belakang Proyek
Seiring perkembangan pembangunan daerah, pemerintah memiliki rencana
besar untuk menghubungkan antar daerah
dengan digencarkannya
pembangunan dengan memperhatikan aksesbilitas moda transportasi yakni
Pembangunan Jalan Tol Trans Jawa. Pembangunan ini mempunyai tujuan
untuk meningkatkan pelayanan publik dari segi transportasi dalam menunjang
kegiatan sosial–ekonomi di Pulau Jawa. Pembangunan jalan tol ini memiliki
peranan penting dalam mengembangkan jaringan jalan skala regional. Dalam
arti pembangunan ini akan menjadi solusi yang baik dalam memperlancar lalu

Jalan Tol Semarang – Solo merupakan sebagian dari rencana pemerintah
dalam Pembangunan Jalan Tol Trans Jawa. PT. Trans Marga Jateng selaku
pengelola jalan tol yang memiliki panjang 75,6 km ini terdapat 2 (dua) tahap
pengerjaan, yakni Ruas Semarang – Bawen dan Ruas Bawen – Solo. Saat ini
pembangunan ruas Semarang – Bawen sudah selesai pengerjaannya, dan
sudah beroperasi sejak 4 April 2014. Jalan Tol tersebut diharapkan dapat
mengurangi kemacetan yang sering terjadi di daerah Semarang – Ungaran –
Bawen.
Untuk Ruas Bawen – Solo terdapat 3 (tiga) paket pekerjaan yaitu,
pembangunan Paket 3.1 : Bawen – Polosiri (Sta. 22+840 – Sta. 26+300),
Paket 3.2 : Polosiri – Sidorejo (Sta. 26+300 – Sta. 33+100) dan Paket 3.3.d :
Sidorejo – Tengaran (Sta. 36+100 – Sta. 40.409).
Pada pekerjaan Paket 3.1, PT. Adhi Karya (Persero) Tbk. selaku
kontraktor utama mengerjakan pekerjaan tanah, perkerasan jalan dan

jembatan. Dalam proyek ini PT. Eskapindo Matra dan PT. Cipta Strada
(KSO), selaku Konsultan Pengawas dan Konsultan Perencana.
Berdasarkan latar belakang tersebut, penulis terfokuskan pada pekerjaan
Struktur Jembatan Tuntang yang memiliki bentang 366 m dengan 8 (delapan)
pilar utama di bawahnya.
1.2. Lokasi Proyek
Lokasi proyek pembangunan Jalan Tol Semarang – Solo, Paket 3.1 :
Bawen – Polosiri dapat dilihat pada Gambar 1.1 yang menunjukkan mengenai
Peta Lokasi Proyek.

BAWEN - POLOSIRI
Dari beberapa batas wilayah, akses jalan dari Semarang untuk menuju ke
lokasi jembatan dapat melalui Kota Ungaran lalu sampai di Bawen. Setelah
sampai di Bawen terdapat Stasiun Tuntang dan dengan mengikuti jalan akan
sampai di lokasi proyek Pembangunan Under Bridge Tuntang.

Secara geografis, letak proyek pembangunan Jalan Tol di batasi oleh
beberapa wilayah, yaitu :
a. Sebelah Utara
: Kota Ungaran, Kabupaten Semarang
b. Sebelah Timur
: Kota Salatiga
c. Sebelah Barat
: Kota Ambarawa
d. Sebelah Selatan
: Rawa Pening
Pada Gambar 1.2 ditunjukkan lokasi proyek pembangunan Jembatan
Tuntang Paket 3.1 (Sta 24+869 – Sta 25+235). Pada peta menunjukkan lokasi
Jembatan Tuntang yang dikelilingi oleh kebun kopi dan di sisi tenggara
terdapat Bendung Tuntang dan Stasiun Tuntang. Di dalam peta tersebut
dijelaskan mengenai tata letak batching plant tempat pembuatan ready mix
milik PT. Varia Usaha Beton dan Gudang tempat penyimpanan material.

menghubungkan jalan tol yang dibawahnya terdapat Sungai Tuntang yang
memiliki aliran sungai sepanjang 139 km dan lebar sungai dibawah jembatan
yaitu 15 m. Pengerjaan jembatan ini dimulai dari Abuttment 2 (A2) menuju
Abuttment 1 (A1). Jembatan ini keseluruhannya memiliki panjang 366 m,
dengan kemiringan (i) : 1,00 % dan memiliki 8 pilar (untuk detail gambar
lebih lanjut dapat dilihat pada Lampiran-01). Deskripsi peletakkan pilar 1 pilar 8 (P1-P8) dapat dilihat pada Gambar 1.3.

1.4. Tata Cara Pelelangan
Menurut Pasal 1 Peraturan Menteri Keuangan Nomor 150/PMK.06/2007
tentang

40/PMK.07/2006 tentang Petunjuk Pelaksanaan Lelang, disebutkan: lelang
adalah penjualan barang yang terbuka untuk umum dengan penawaran harga
secara tertulis dan/atau lisan yang semakin meningkat atau menurun untuk
mencapai harga tertinggi yang didahului dengan pengumuman lelang.
Dalam pembangunan jalan tol ini termasuk dalam Jenis Pengadaan Jasa
Konstruksi/ Jalan dan Jembatan, karena berhubungan dengan pekerjaan

pelaksanaan kontruksi jalan dan jembatan atau pembangunan wujud fisik
lainnya.
Menurut Peraturan Presiden nomor 54 tahun 2010 menyebutkan
Kualifikasi merupakan proses penilaian kompetensi dan kemampuan usaha
serta pemenuhan persyaratan tertentu lainnya dari penyedia. Evaluasi
kualifikasi dapat dilakukan sebelum peserta memasukkan penawaran harga dan
dapat pula dilakukan setelah pemasukan dokumen penawaran harga (Sopian,
2010).
Ada 2 (dua) jenis kualifikasi, yaitu:
a. Pra kualifikasi adalah proses evaluasi kualfikasi dari penyedia barang/jasa
sebelum memasukkan penawaran harga dan hanya perusahaan yang mampu
memasukkan penawaran yang dapat memenuhi kualifikasi;
b. Pasca kualifikasi adalah proses evaluasi kualifikasi dari penyedia barang/jasa
setelah memasukkan penawaran harga.
Pada proyek pembangunan ini menggunakan sistem tender bebas pasca
kualifikasi untuk mendapatkan kontraktor pelaksana. Yang dimaksud dari
tender bebas pasca kualifikasi yakni, proses pelelangan secara terbuka yang
diadakan oleh pemilik proyek atau bouwheer yaitu PT. Trans Marga Jateng
untuk mendapatkan penyedia barang/jasa dengan syarat memasukkan
dokumen kualifikasi bersamaan dengan dokumen penawaran terlebih dahulu.
Setelah itu akan diadakan proses evaluasi kualifikasi. Calon pemenang akan
diambil 3 (tiga)
