CHAPTER I
INTRODUCTION


A. Background of the Study
The first foreign language in Indonesia is English, it is taught from
elementary school up to university. Because of the position of the language in
Indonesia, English therefore

is

only

as

medium

of

international

communication and an instrument to improve some fields particularly in
science and technology for Indonesian deve lopment.

English, as international language is very important to learn by
Indonesian students. It is aimed at developing student’s ability to absorb and
disseminate the important information through listening, writing, speaking,
and reading in English language skill.
The teaching of English in junior high school is in line with the decree
of Ministry of Education and Culture of Republic Indonesia No. 20/2003
about national education system and government regulation interrelated that
mandate about national education standardization.
Here, the goal of English teaching learning process using Competencybased Curriculum for the first years students of SMP Negeri 7 Wonogiri is the
development of communicative ability in English which involves the four
language skills: reading, writing, listening and speaking. But in the fact the
students have difficulties in mastering the four language skills, because they

get English lesson for the first time and the English teacher here is focused on
reading vocabulary, pronunciation and grammar. So, the teacher tries to
explain the material step by step. It may be done by selecting proper materials
to the students. The teaching- learning programs may useless if it is not done

properly. Teachers should select the materials that are relevant to the students’
needs and interests.
The writer is interested in observing the English teaching because the
teaching- learning process in junior high school the first step to develop
knowledge in learning English, although in the elementary school the students
had studied the basics English.
The writer chooses SMP Negeri 7 Wonogiri because this junior high
school tries to implement the new curriculum, that is, “Competency-based
Curriculum”, the new curriculum is only applied for the first year students,
they are used as the sample in using the new curriculum.
In this research, the writer focuses on the teaching of English based on
Competency-based Curriculum in order to that the writer can provide a
description or explanation about what the teacher and students behaviour in a
particular setting and the outcome of their interaction within setting, and the
meaning of interaction.
Based on the phenomenon above, the writer wants to conduct research
about how the English teacher employs Competency-based Curriculum in
teaching English. In this case the writer is interested in conducting research

entitled: “THE IMPLEMENTATION OF ENGLISH TEACHING BASED
ON THE COMPETENCY-BASED CURRICULUM TO THE FIRST YEAR
STUDENT OF SMP N 7 WONOGIRI.”

B. Problem of the Study
The problems of the study are formulated as follows
1. How is the implementation of the teaching English based on Competencybased Curriculum at SMP Negeri 7 Wonogiri?
2. What are the strength and weaknesses of the implementation of teaching
based on the Competency-based Curriculum to the first year student of
SMP Negeri 7 Wonogiri?

C. Objective of the Study
The writer wants to describe the implementation of English teaching
based on the Competency-based Curriculum that covers: (1) the interaction
between teacher and student in the implementation of teaching based on the
competency-based curriculum: (a) the objective of teaching English, (b) the
syllabus, (c) classroom activities, (d) the roles of the students and teacher, (e)
the role of the materials, (f) classroom procedure, (g) type and procedure of
evaluation; (2) the students ability in learning process using Competencybased Curriculum: (a) the strength of implementation teaching English using

based on Competency-based Curriculum, and (9) the weaknesses of

implementation teaching English using based on Competency-based
Curriculum.

D. Benefit of the Study
The writer expects that this research paper will have some bene fits in the
English teaching as follows:
1. Theoretical Benefit
a. The results of the research paper can be used as input in English
teaching learning process
b. The results of the research paper can be used as the references for the
those who wants to conduct the research in English teaching learning
process
2. Practical Benefit
a. For the writer herself, she can also get the large knowledge about
Competency-based Curriculum in applying and using it, especially in
teaching English.

b. The reader will get a large knowledge in teaching English using
Competency-based Curriculum.
c. The teacher will get the knowledge in applying Competency-based
Curriculum in teaching English.

E. Research Paper Organization
This research paper divided into five chapters, they are as follows:
Chapter I is introduction. It consists of background of the study, problem
statements, objective o the study, benefits o the study and research paper
organization.
In chapter II is review of related literature, consisting of previous study,
teaching English at junior high school, the nature of language teaching,
procedure of teaching English.
In chapter III is about research method. It deals with the types of
research, subject of the study, object of d study, data source, and description
of school, technique of collecting data and technique of analyzing the data.
Chapter IV deals with the result of the observation. It is about the lesson
planning and materials, the process of teaching and learning, teacher and

students activity.
Chapter V is the last chapter, it concerns about the conclusion and
suggestion about the teaching learning process of English using Competencybased Curriculum to the first year student at SMP Negeri 7 Wonogiri.
