TERMS OF REFERENCE (TOR)
Social Forestry & Climate Change Officer
Under the ASEAN Social Forestry Network (ASFN) collaboration with
RECOFTC in partnership with the Swiss Agency for Development and Cooperation
(SDC), the Ministry of Forestry of Indonesia as the ASFN Lead Country that hosts the
ASFN Secretariat welcomes applications from highly qualified & motivated Indonesian
Nationals for the Jakarta-based position of Social Forestry & Climate Change Officer.

The ASEAN Social Forestry Network (ASFN) is the first and largest governmentdriven social forestry network in Southeast Asia. Besides government agencies,
members include research organizations, academia, non-governmental organizations as
well as experts of related fields. ASFN’s role is to exchange experiences and share
knowledge on social forestry and forestry issues affecting local communities through
various means to targeted audiences. Ultimate beneficiaries of its efforts are poor people
living in and around forests by enhancing their involvement in sustainable forest
management (SFM).

The ASFN Secretariat is hosted by Indonesia; the Chairpersonship is rotated
annually among ASEAN Member States. The ASFN Secretariat in Indonesia maintains
the ASFN communication with international, regional partners and the ASEAN
Secretariat. Network members meet once a year to discuss experiences in social forestry
and determine activities for the following year.

Main Responsibilities

The Social Forestry and Climate Change Officer will play crucial role in ensuring
that social forestry issues are considered in climate change mitigation mechanism
discussions and development. He/she will be the focal point for coordinating input
related to social forestry for climate change dialogues and initiatives in the region.

S/he is directly responsible to the ASFN Secretariat Chairperson. S/he will on
regular basis update the ASFN Operations Officer on work progress, participate in
regular Meetings at the ASFN Secretariat, and work closely with both the ASFN
Operations Officer and the Communications and Networking Officer.
Main Tasks
o Inform ASFN social forestry focal points on latest developments in the climate
change mitigation and adaptation discussions,
o Provide information and lessons learned on ongoing climate change mitigation and
adaptation initiatives and projects within ASEAN,
o Share lessons learned on social forestry with relevance to climate change mitigation
and adaptation mechanism,
o Serve as a focal point, bringing the social forestry dimensions into ongoing climate
change mitigation and adaptation deliberations and actively engage with ASEAN

Member States partners and other stakeholders in climate change mitigation
discussions drawing on inputs from within ASFN,

Inform ASFN Member States on latest developments on the social forestry
dimensions of climate change mitigation and adaptation,
Responsible for organizing ASFN events related to social forestry and climate
change and for assisting in the organization of such events organized by other
stakeholders within ASEAN Members States.

Others
o Implementing other tasks as required by the ASFN Secretariat Chairperson.
Essential qualification
o At least university graduate from top university with specialization in social
forestry, socio-political aspects of natural resource management and familiar with
the current issues on climate change. MSc. degree will be an advantage,
o Good knowledge on project management,
o At least 5 years working experience,

o Good proficiency in English,
o Independent, proactive and self-motivated,
o Computer competency and skills in common applications and programs,
o Commitment to teamwork and collaborative work practices.
Desirable Qualifications
o Work experience with international organizations,
o Experience in organizing events.
Contract Period
Holder of the position will perform full time for one (1) year period. Depending
on performance and the availability of funds, contract may be extended.
