Background
Background I nformation
The Ministry of Forestry (Directorate General of Land Rehabilitation and Social Forestry) is in the
process of implementing Strengthening Community-Based Forest and Watershed Management
(SCBFWM) for the period of 4-5 years to come (2009-2014). The project is implemented under the
framework of the Ministry of Forestry’s programs activities. I t is also supported by Global
Environment Facility (GEF) through UNDP in I ndonesia.
The project is meant to enhance and upscale the GOI ’s programs on community-based forest and
watershed management by addressing inequitable distribution of benefits from forest resources
and lack of coordination among stakeholders and sectors as major underlying causes of land forest
degradation.
The project is specifically designed to complement (a) the 5-year national pledge of approximately
USD 300 million to rehabilitate degraded forest and land distributed to 282 prioritized watersheds
located in 400 districts (32 provinces) and (b) the GOI ’s annually approved pledge – from the
Reforestation Fund – for district reforestation. Main activities of the project are the development of
CBFWM plot demonstration in 6 selected locations; mainstreaming of CBFWM in policy, program,
activities and funding of government and local governments and the enhancement of stakeholders’

capacity at various levels (national, provincial, districts and community) in the program of CBFWM.

Objectives of Assignment
Under the coordination of Project Manager and National Project Director, the Regional Facilitator of
SCBFWM is responsible to ensure the performance of project implementation in the region, ensure
the management of overall conduct of the project, initiate activities by mobilizing goods and
services, check of progress and watch for plan deviations, ensure that changes are controlled and
problems addressed, monitor risks and report on progress.

Duties and Responsibilities
Scope of Work





Responsible to Project Manager in Jakarta
Act as representative of SCBFWM Project in the region.
Coordinates and facilitates planning, implementation and monitoring of the project at

site and regional levels
Ensure that related local government institutions, community and oother stakeholders
understand the existence and objective of SCBFWM project.







Ensure that all stakeholders understand/ aware about their roles to achieve the project
objectives.
Cooperate and consult with related government institutions at local, district and provincial
level to coordinate project program and activities at field level effectively.
Collaborate with national and regional experts in preparing, implementing and monitoring
of project activities including development of work plan, budgeting, developing and
supervising administration and finance staff in regional office.
Submit the project reports demanded by project manager and NPD (monthly, quarterry
and annually report) including field activities, administration and financial matters. Ensure
that report compliance with the donors and the Government of I ndonesia regulations.

Ensure that procurement of good and services conducted suitably with existing regulations
and Standard Operating Procedure (SOP) developed by UNDP and Ministry of Forestry.

Expected Results


Good performance of project implementation in regional levels based on programs
framework and existing regulations of the Government of I ndonesia and donor(s).

Required Skills and Experience
Qualifications
Education:




Bachelor Master Degree on watershed, forestry, agriculture, natural resources
management and/ or environmental. A Master degree will be an advantage
Experience: 5 years of working experience in the field of forestry, watershed management
and/ or environmental conservation. 2 years of working experience in related international
projects.


Skills:






Office management (administration and finance) in addition to good understanding on
technical aspects.
Basic computer operation skills (words, excel, power point)
Good interpersonal approaches skills.
Ready to work in a project location (Mataram-NTB, Kupang-NTT and Lampung)

Language requirements:



Excellent in Bahasa I ndonesia and good understanding in English language.
