Preface


This volume contains the best materials presented at the 5th national scientific and
practical conference “Perspectives on the use of New Information and
Communication Technology (ICT) in the Modern Economy,” which took place on
February 1, 2018, in Pyatigorsk, Russia. The conference was devoted to complex
consideration of new ICT in the modern economy and law and determination of
limits and perspectives of their usage.
The volume contains the leading studies on the issue of usage of new ICT in the
modern economy. The target audience of this volume includes undergraduates and
postgraduates, lecturers and experts, and researchers who deal with various issues
of using new ICT in the modern economy.
The conference featured sessions on the following sections, which led to the
division of the volume into parts:

Preface

Introduction
Information and communication technologies develop very quickly, changing the
means and approaches in all spheres of economy. However, they have contradictory
influence on the development of economic systems. On the one hand, the implementation of new ICT stimulates rationalization of economic & legal activities; on
the other hand, it causes social, psychological, legal, and ecological problems due to
the transition to a new technological mode.
Due to this, perspectives of usage of new ICT in the modern economy are
uncertain and cause a lot of problems. One of them is the issue of the provision of
wide application of new ICT in the conditions of deficit of financial resources with

state and corporate institutes. Another issue is overcoming of social opposition to
changes of usual business and life mode due to mass distribution of new ICT.
Another issue is the complexity of mastering of new ICT and the necessity for
increasing media literacy of population and media competence of working specialists and applicants in the labor market. The most important issues include also
the provision of security of economic operations that are conducted with usage of
new ICT and the issue of their state regulation.
These and other issues are studied in this collection of the best works that were
presented at the 5th national scientific and practical conference “Perspectives on the
use of New Information and Communication Technology (ICT) in the Modern
Economy,” which took place on February 1, 2018, in Pyatigorsk, Russia. The
conference was organized by the Institute of Scientific Communications
(Volgograd, Russia), the Center for Marketing Initiatives (Stavropol, Russia), and
Pyatigorsk State University (Pyatigorsk, Russia).
Despite the emphasis on economic theory, the volume contains materials of new
research of representatives of various disciplines, including philosophy, psychology, information technologies, law. This allowed for the systemic and complex
study of perspectives of usage of new ICT in the modern economy as a socioeconomic system.
Among the most topical works of the volume is the study by Dmitrii N. Fetisov,
Tatiana V. Opeikina, Larisa V. Obyedkova, Elena A. Nemirovskaya, and
Elena S. Pavlova “Managing the Process of Commercialization as a Basis of
Diffusion of Innovations and Development of Innovational Economy,” in which the

authors substantiate the key role of new ICT in commercialization and diffusion of
innovations and formation of innovational economy.
One of the most prominent works of the volume is the study by
Vladimir P. Kamyshansky, Evgenia Y. Rudenko, Andrey M. Solovyev,
Evgeny A. Kolomiets, and Anna V. Dudchenko “Electronic Commerce in the
Modern Economy: Legal Aspect,” in which the authors study the economic and
legal foundation of the development of electronic commerce in the modern economy, emphasizing its importance as a direction of modernization of socioeconomic
systems.

It is necessary to note that work by Shamil A. Imnaev, Aleksandr I. Osadchy,
and Anna P. Babchenko “Information and Communication Technologies as a
Factor of Tourist Product Promotion,” in which top-priority role of new ICT is
shown as a factor and tool of promoting tourist product and formation of service
economy.
In the article by Lyudmila I. Gubareva, Valentina S. Tenetilova, Svetlana
V. Derepasko, Irina S. Gavrilova, and Marina I. Suganova “Peculiarities of Formation

of ‘Knowledge Economy’ Through Modernization of the Higher Education System in
Russia,” the authors substantiate the necessity for modernizing the system of higher
education with the help of implementing new ICT for formation of “knowledge
economy” in modern Russia.
These and other researchers provide various arguments in favor of usage of new
ICT in the modern economy.

Conclusions
It should be concluded that perspectives of usage of new ICT in the modern
economy are very wide. These technologies are in high demand by economic
subjects and, at the same time, their implementation should be accompanied by
target and justified state regulation for prevention and timely solution of emerging
problems, including social opposition, deficit of resources, security.
Due to the unification of efforts of scholars from various disciplines of modern
science, this volume shows various aspects of usage of new ICT in the modern
economy. This allowed determining potential advantages and possible drawbacks
and problems of this process, as well as offering perspective solutions.
Despite the diversity of scientific studies presented in this volume, which
allowed describing the perspectives of usage of new ICT in the modern economy,
this direction requires further scientific elaboration.

For example, the issue of modernization of various spheres of national economy
on the basis of usage of new ICT deserves more attention. Like most problems that
are studied in this collection, this issue is researched by the example of modern
Russia. During further analysis, it is expedient to pay more attention to the issues of
adaptation of authors’ developments and recommendations to peculiarities of other
economic systems.

Abstract. The article is devoted to one of the most topical problems of modern
times – establishment of information economy under the influence of scientific
and technical progress. Establishment of information economy is a complex
historical process, which is implemented in the conditions of transition to a new
type of economy. Special emphasis is made on change of technological modes
with change of the information environment and evolution of the theory of
information. The perspectives of information economy development are studied.

1 Introduction
Speaking of the notion “information economy”, it should be noted that it is a rather
complex and specific phenomenon of economic science. This notion began to form in
the conditions of transition from industrial society to post-industrial society. This
phenomenon is based on scientific and technical progress, which stimulated not only
active establishment and development of information technologies and cardinal change
of the mechanism of functioning of production from the practical point of view but also
the change of economic thinking.

2 Materials and Methods
The information sources include the works of popular scholars in the sphere of
information economy. It is expedient to systematize various treatments of information
economy into groups, conduct analysis with further synthesis, and study the establishment of information economy in view of the change of technological shifts together

with evolution of the theory of information and change of information environment.
Eventually, it is necessary to determine further perspectives of development of information economy.

3 Results
The performed analysis showed that the notion “information economy”, which formed
in the modern conditions, is rather complex and multi-aspect. There are a lot of
treatments of this notion, which could be conventionally divided into two groups.
The first group includes the treatments that suppose a special information resource or
information field that determines the functioning of economic systems.
This group of treatments includes the following definitions. According to Nikolaeva
(1999) and Selishcheva (2006), information economy is a “system of interconnected
economic sectors (production spheres and infrastructure) in which the sphere of information and technological production dominates”. Korneychuk (2006), Evans and
Wurster (2005) connect information economy to the functioning of a market: on the one
hand, information market, on the other hand, market of goods and services in the
conditions of incomplete or asymmetric information on a product. Stiglitz (2001),
Akerlof (1994) and Arrow (1995) see information economy as a factor of reduction of
uncertainty and risks – asymmetry of information, moral risks, etc. in the conditions of
choice in the market.
As a matter of fact, treatments of information economy from this point of view are
connected to the notion of information as a resource that has been studied in this
context by a lot of economists (Bell 1986) and (Stounier 1986), which is rather
debatable due to the fact that information does not possess sufficient characteristics of
the resource – limitation, uniqueness, mobility, interchangeability, etc.
In the work (Dumnaya 2013) the author states that in the conditions of market
economy the market is characterized by such important function as transfer of economic information, i.e., signals between companies and external market environment.
At that, economic information, due to its dependence on actions of economic agents,
cannot be perfect, and the level of intension of information market has certain limits.
Transformation of the notion sin this context is related to changes of the technological modes (Table 1) and economic conditions.
The recent technological modes are changed together with the change of the
information environment. In this context, it is expedient to view information economy
as a part of the information theory. Development of theoretical views on information
and emergence of the necessity for its qualitative and quantitative measure within the
fourth technological mode stimulated the creation of new information environment and
transition to the fifth technological mode, which was started with the invention of the
first micro-processor – a tool designed for measuring information. Further development
of the theory of information and the information environment in the course of the fifth
technological mode formed the basis (development of micro-electronics, IT, satellite
communications, etc.) for transition to the sixth technological mode (Table 2).
