Abstract
The purpose of this study is determinng the effect on the effective
strategic planning at Orthopaedic Hospital of Prof.Dr.R. Soeharso Surakarta,
strategic influence on the performance of the organization at the Orthopaedic
Hospital of Prof.Dr.R. Soeharso Surakarta and effective influence on strategic
planning indirectly through the organization's performance in the Orthopaedic
Hospital of Prof.Dr.R. Soeharso Surakarta.
This research is quantitative, by taking samples at Orthopaedic Prof.DR.R.
Soeharso of at Jl. A. Yani, Pabelan, Kartasura, Surakarta, Central Java, Indonesia,
57162. The study population and sample as many as 664 employees are taken by
70 employees. The technique of collecting data using questionnaires or
questionnaire. The data analysis technique used is the path analysis.
The results obtained showed that the positive effect on effective strategic
planning, strategic planning has a positive effect on organizational performance,

and no effective strategic planning on organizational performance indirectly
through employee benefits in Prof.DR.R. Soeharso of Orthopaedic Surakarta. This
is proved by the results of the analysis which states that effective relationships
with organizational performance otherwise has no direct relationship through
strategic planning.

Introduction
In the current era of globalization, an organization will face considerable
competition rapidly, one of which is the hospital. Organization formed will

undergo a period that is expected to improve the performance of employees as
well as the structure of the organization itself. To achieve these objectives a
hospital combining its resources with the effective and efficient management
system and is able to support the operation of this sustainable organization
constantly. In improving the effectiveness of an organization or hospital requires
management functions include planning, organizing, directing, and controlling.

According to Barnard (1968: 56) effectiveness is the ultimate objective of
cooperative action, is important, it is equally important to satisfy individual
motives as well. Although effectiveness of cooperative effort relates to
accomplishment of an objective of the system and is determined with a view to
the system’s requirements, efficiency relates to the satisfaction of individual
motives.
According to Bryson (1994: 95) strategic planning is a management tool.
Strategic planning purpose is used to help an organisation do a better job-to
focus its energy, to ensure that members of the organisation are working towars
the same goals, to assess and adjust the organisation’s direction in response to a
changing environment. Strategic planning function is a disciplined effort to
produce fundamental decisions and actions that shape and guide what an
organisation is, what it does, and why it does it, with a focus on the future.
Organizational performance is a surprisingly open question with few
studies using consistent definitions and measures Kirby in Pierre J. Richard
(2005:1). According to Organizational performance encompasses three specific
areas of firm outcomes: (1) financial performance (profits, return on assets,
return on investment, etc.); (2) market performance (sales, market share, etc.);
and (3) shareholder return (total shareholder return, economic value added,
etc.).

There is a hospital in Solo Orthopaedic specialist who became a national
referral since 2002 of Orthopaedic Hospital (RSO) Prof.Dr.R.Soeharso Surakarta.
Hospital founded by a national figure, Dr. Soeharso assisted Gen. Gatot Subroto

in 1945 to handle a variety of complaints about bone diseases through the
provision of false limbs for people with disabilities. One spine surgeon who is
very popular in city of Solo, dr. Tunjung Sulaksono Sp. BO also serve practice in
hospitals is located at Jl. A. Yani 269 Pabelan Solo. In addition to providing service
disability issues, RSO. Prof. Dr. Soeharso also handles mental rehabilitation from
disabilities, especially for people with accident or amputation. Shame and
despair due to disabilities that sometimes plague the minds of the patient should
be scrapped so that it can return to normal life and socialize in the community.
In this study the authors propose the following hypothesis: 1) Effective has
positive effect to strategic planning; 2) Strategic planning has positive effect to
organizational performance; 3) Effective has positive effect to organizational
performance indirectly through strategic planning.

The purposes of this study are: 1) to analyze influence effective on strategic
planning at the Orthopaedic Hospital of Prof.Dr.R. Soeharso of Surakarta; 2) to
analyze influence strategic on the performance of the organization at the
Orthopaedic Hospital of Prof.Dr.R. Soeharso of Surakarta; dan 3) to analyze
influence effective on strategic planning indirectly through organizational
performance at the Orthopaedic Hospital of Prof.Dr.R. Soeharso of Surakarta.

Research Methods
Research conducted a quantitative research, on the grounds that this is
proposed for this study. Following the researcher tries to solve the problem on
performance (quality and quantity) with effective and oraganizational
performance in Orthopaedic hospital Prof.DR.R. Soeharso of Surakarta. Then
investigated by describing an object of research is by concluding, constructing,
analyzing and collating the data.
The location of Prof.DR.R. Soeharso of Orthopaedic at Jl. A. Yani, Pabelan,
Kartasura, Surakarta, Central Java, Indonesia, 57162. This study is a population
that made all employees of Prof.DR.R. Soeharso of Orthopaedic of Surakarta. The

total number of population of Prof.DR.R. Soeharso of Orthopaedic of Surakarta is
664 staff and employee. According Sugiyono (2012: 121) sample is a sampling
technique, to determine the samples to be used in research. In this study using
the technique-Probability Sampling Simple Random Sampling. Probability
sampling is a sampling technique that provides equal opportunity for every
element (member) to be selected into the sample population or making random
or random semple. Researcher uses 70 participants of 664 staff and employee at
random.
The data required in this research is primary data and secondary data. The
primary data in this study include documentation and questionnaires. Secondary
data is information collected by manually search and search online with the
development of Internet technology then comes the data base of information
that sells a variety of business and non-business. The testing process is done
before the instrument was given or distributed to the research sample.
Researchers to test the instrument will use a portion of the population but
outside the study sample. The test used is the validity and reliability.

be said to be reliable if the Alpha value is greater than rtable (Product Moment).
While the data analysis techniques that include classical assumption test
and analysis of pathways. The classical assumption is a requirement before doing
path analysis to determine the contribution of each variable. The classical
assumptions in this study using three tests, which include are: 1) Normality Test,
The aim is to test the normality test whether the regression model, a disturbance

or residual variables having a normal distribution. Test the assumption of
normality this time using a technique One Sample Kolmogorov-Smirnov. Criteria
of normality test is that the data are normally distributed if the Sig. (Significance)
or probability values > 0.05, then the data are normally distributed; 2) Partial
correlation, partial correlation test is a measurement of the relationship between
two independent variables to control; 3) Multicollinearity test is used to
determine a perfect linear relationship among some or all of the independent
variables.
Technical path analysis will be used in testing the contribution directly and
indirectly embodied by the path coefficient on each path diagram of causal
relationships between variables X and I impact to Y. The count of path analysis
tool to generate the path coefficient is to use count correlation and regression
analysis as a basis for calculation. The test measures the path analysis as follows:
1) Formulate hypotheses and structural equation; 2) Draw diagram path
coefficients; 3) Calculate the path coefficients; 4) Testing individual [(X to Y) and
(I to Y)], 5) Testing of indirect influence, and 6) Summarize and conclude.

Discussion of Data Analysis
Based on the analysis of data, which will be discussed and then compared
with previous studies. Generate some decisions of which is that the effective

positive effect on strategic planning, strategic planning decisions that both

positive effect on organizational performance, and the third decision shows that
the effective positive effect on organizational performance and also directly
through strategic planning. To be more clear in the concluding results of the
analysis, the following results were more clear from the studies above:
The results of the first test of the hypothesis which states that no effective
contribution to strategic planning in Orthopaedic hospital Prof.Dr.R. Soeharso of
Surakarta, is proven. This can be evidenced by the path coefficients of the
variables that are positive is effective for 0255, so it can be said that the effective
variable positive effect on strategic planning. Based on t test for effective
variable obtained t > ttable, ie 2.171 > 1.995 and significance value of < 0.05, which
is 0.033. This means showing that there is a contribution to the effective
strategic planning. Based on this conclusion it can be said that the higher the
better effective strategic planning, and vice versa, the lower the rate will also
lower the effective strategic planning.
The results of the second test of the hypothesis which states that there is a
contribution to the strategic planning of organizational performance in
Orthopaedic hospital Prof.Dr.R. Soeharso of Surakarta, is proven. This can be
evidenced by the path coefficients of the variables that strategic planning is a
positive value of 0.231, so it can be said that the variables of strategic planning
has a positive effect on organizational performance. Based on t test for strategic
planning variables obtained t > ttable, ie 2,046 > 1,995 and a significance value of <
0.05, which is 0.045. This means showing that there is a contribution to the
strategic planning of organizational performance. Based on this conclusion it can
be said that the higher the strategic planning, the better organizational
performance, and vice versa, the lower the level of strategic planning will also
lower the organizational performance.
Hypothesis test results stating that there is an effective on organizational
performance of strategic planning indirectly through an employee benefit at
Prof.DR.R. Soeharso of Orthopaedic of Surakarta, proven. Because effective

relationships with organizational performance otherwise has a direct
relationship, with values DE (Pyx) 0.330 > value IE (Pyi x Pix) that is 0.059. This
means showing similarities with the hypothesis statement, because there are
effective influence on organizational performance directly. Based on the
conclusion of the test results it can be said that the effective variables have a
direct relationship with a variable pattern of organizational performance.
Based on the previous research, the first hypothesis is more likely to study
Akinyele Samuel Taiwo and Fasogbon Olufunke Idunnu, (2010) in his studies
“Impact of Strategic Planning on Organizational Performance and Survival”. The
results concluded that at 95% confidence, strategic planning enhances
performance and survival. Most of the respondents strongly agree that strategic
planning enhances better organizational performance, as this also constituted
part of the hypotheses used for this study. Few agree while just a little of the
respondents were undecided. Hence, it can be deducted from the above
responses that strategic planning enhances better organizational performance.
Almost all of the respondents strongly agree and agree that there is a link
between strategic planning and organization's survival, which was the final
hypothesis tested in the study, while just a very few of the respondents were
decided, none of the respondents disagree nor strongly disagree. Hence, it can
be concluded that there is a link between strategic planning and organization's
survival, using the above responses as proves.
The next researcher is Utz Schaffer and Bianca Willauer for research
"Strategic Planning As A Learning Process, Its Effect On Planning Effectiveness
And Business Unit Performance- Empirical Evidence From A German Study "
(2000). The end result, it was possible for the first time to show that learning in
the process of strategic planning leads to increased effectiveness of anticipation
and implementation. It should be emphasized that neither of the two positive
effects clearly predominates, i.e. the positive effect of learning on
implementation the strategic planning is not significantly lesser than its impact

on the goodness of anticipation. Both variables have a significant positive impact
on the adaptiveness of the unit and – indirectly – on market performance and
return on sales. It is therefor worthwhile to design strategic planning as a
learning process.
From the studies above, the writer has equations in the process of strategic
planning leads to increased effectiveness of anticipation and implementation.

The results of this study can not be separated from the problems that
existed before, which includes employee effectiveness, strategic planning and
organizational performance management at the Orthopaedic Hospital of
Prof.Dr.R. Soeharso of Surakarta.
Conclusion
There is positive influence of effective to the strategic planning at
Orthopaedic hospital Prof.DR.R. Soeharso of Surakarta, it is proved by the results
of the analysis have been obtained. Namely the influence effective to strategic
planning at Orthopaedic hospital Prof.Dr.R. Soeharso of Surakarta. While the
second result is obtained that There is positive influence of strategic planning to
organizational performance at Orthopaedic hospital Prof.DR.R. Soeharso of
Surakarta. Based on the latest analysis shows there is positive influence of
effective to organizational performance indirectly through strategic planning at
Orthopaedic hospital Prof.DR.R. Soeharso of Surakarta, it is proved that the
