2.2 Goal
To build sustainable naional and regional capaciies and partnerships to ensure public health security through preparedness planning, prevenion, early detecion and rapid
response to emerging diseases and other public health emergencies.
2.3 Objectives
To achieve the goal, ive interrelated objecives have been ideniied.
• Objecive 1: Reduce the risk of emerging diseases. • Objecive 2: Strengthen early detecion of outbreaks of emerging diseases and
public health emergencies.
• Objecive 3: Strengthen rapid response to emerging diseases and public health
emergencies.
• Objecive 4: Strengthen efecive preparedness for emerging diseases and
public health emergencies.
• Objecive 5: Build sustainable technical collaboraion and partnership in the
Asia Paciic region.
2.4 Focus areas
To provide a focus for operaional programme work and to achieve the goal and objecives of the Strategy, the following focus areas have been ideniied:
1 surveillance, risk assessment and response; 2 laboratories;
3 zoonoses; 4 infecion prevenion and control;
5 risk communicaions; 6 public health emergency preparedness;
7 regional preparedness, alert and response; and 8 monitoring and evaluaion.
Focus areas 1 to 6 primarily aim at naional and local capacity-building. Focus area 7 addresses strengthened WHO regional preparedness, surveillance, risk assessment
and response systems. Focus area 8 refers to the monitoring and evaluaion of APSED
2010 implementaion aciviies at both naional and regional levels.
