1.3 Guiding principles

The following key guiding principles have been considered to shape APSED 2010 and will be used to guide APSED 2010 implementaion. • The primary focus of the Strategy should be on country aciviies, supported by partnerships at naional, regional and global levels. Country aciviies, such as those related to the naional surveillance systems, should be connected at the regional level. • The acions taken should include advocacy and aciviies aimed at systemaically strengthening insituional and human capacity in order to ensure sustainability of emerging disease programmes. Plans for capacity- building should be feasible and based on detailed local needs assessments. • The acions taken through APSED 2010 should build on achievements of the original APSED at country and regional levels and contribute to health systems strengthening. • The aciviies, policies and pracices implemented through the Strategy should be based on evidence and consider gender, research and ethics aspects wherever possible and feasible, but they should be applied using local knowledge and experise. • Agencies responsible for the formulaion and implementaion of iniiaives on emerging diseases should seek to idenify synergies and strengthen links with other relevant programmes, such as those concerned with food safety or responsible for humanitarian emergencies. • Collecive eforts and acions using a common framework are emphasized to achieve the common goal of regional health security.

1.4 Use of the Strategy

It is highly recommended that the Strategy be used in the following ways: • as a common framework to idenify capacity gaps, agree on priority aciviies, and guide the building and strengthening of naional and local capaciies required for managing emerging diseases and other public health emergencies; • as a mechanism to promote collecive regional health security by establishing IHR 2005 core capaciies for surveillance, risk assessment and response in all countries and areas of the Asia Paciic region; • as a common framework to facilitate coordinaion of external support and to maximize mulisectoral collaboraion at naional and regional levels; and • as a strategic document to advocate for and mobilize inancial and technical resources.
