The development of small scale business of sag0 noodle in Bogor City has
a good fiauristic prospect when it is supported by a business development
m e g y , raw material availability, manufacturing facilities, and liquid capital.
Pancasan Sago Noodle Factory is one of the small scale business which is
regarded as a reference for sago noodle business development
The objective of the research is to review the possibility of small scale
sago noodle business development by analysing all aspects related to the w o
noodle business development. The research was initiated with indetifying
strategical factors which is followed by the analysis of internal extemal matrixes
and SWOT matrix. Some more aspects are, then, added to the analysis i.e. market
and marketing, technical and technology, operational management, and financial
aspects.
Identification of internal and extemal factors for small scale business of
sago n d e in Bogor City is carried out by using internal extemal matrixes
analysis. Based on the mean of NBD value of three BB Pascapanen researchas, it
was established that Pancasan Sago Noodle Factory could implement stability
strategy. This strategy was implemented by a quality improvement program using

applicable technology and regarding financial capablity and man power
competence.
Factors wed in internal extemal matrixes, were utilised for SWOT
analysis The analysis, in fact, resulted in four strategies, where the initial stmtegy
was WO strategy. By this strategy, the factory was expected to minimize their
weakness to gain a bigger opportunity. The SO, ST, and WT strategies wexe
implemented to cross support each other.
The sago noodle small scale business developmeni targeted to gain more
market seg nent i.e. middle-high class marke! in Bogor. The more specific market
is women s nce they are potentially buyers for daily consumption The p d u c t has
a position tu choice among other food products. Product distribution used zero and
one levels distribution. Initial promotion was conducted through a promo-&.
The sago noodle business developmenf further more, was using two
scenarios in implementing technical and technological aspects. The first scenario,
by using existing equipment with replacement of aged economical equipment
Production opacity of the first scenario was 2000 kg product per day. W h e ~ a ~

equipment with machines and the application of product packaging. The type of
noodle replacing machines are mixer (molen), hydrolic noodle presser, and hand
sealer. The production capacity of the second scenario was 4000 kg product per
