IMPROVEMENT AT PUBLIC
UNIVERSITIES IN INDONESIA

The Early Development of CLE and its Improvement

The concept of CLE has been a long recognized in the
University Law schools of US (Dickson, Bradney, Graime),
the UK, Australia then to other countries including
Indonesia

In the early development of CLE even in the west countries
still some obstacle for the emerge of CLE  whether the
purpose of legal education to train students to be
practitioners or to study theoretical legal perspective
In the late 20th Century  there were rooms for practical
legal skill but still criticized because students more leraned
the conceptual foundation for practical skill rather than
practiced legal skill in the real cases

Why CLE should be developed?

Student opportunity  learning and working
outside Faculty of law supervised by practitioner
lawyers
Experiential component  students works for pro
bono with lawyers
CLE  benefit not only for students but also
bridge relationship among legal practitioners,
community, and promote pro bono awarenss


THE DEVELOPMENT OF CLE AT FL UNUD
AS PART OF PUBLIC UNIVERSITIES
IN INDONESIA
The CLE at Public Universities in Indonesia FH UI, FH
UGM, FH UNPAD, FH UNUD, FH UNSRI, FH UNHAS, as
well as FH USU

Current condition of CLE lesson learn from FH UNUD
as one of Public University in Indonesia It is developing
continually however there are some challenges

Concerning Experiential Components
In the Planning Components, students  role play / sumulation , practice
interviewing client , writing power attourny, practice
: drafting accusations,

etc

However, Some challenges

- Some legal practitioners only give students their

experiences not involving them in the real cases 
need more time to do that
-Some students don’t want to continue taking legal
clinic after they know that they should work hard in
experiential component such as write report, write
legal documents, etc--. Better take another esier
election subject that not required them to develop
legal skill Frustrating

How to make Legal Clinic work?
 MOU take important role
Although faculty have MOU with legal practitioner
sector it is still did not all of them give opportunity for
students to involve in theirs clients ongoing process:
-The issues of confidential clients
-The sensitiveness of legal problem
in society
-The lack of understands upon CLE
concept “Students work in the
real cases to develop their legal
skiil practising lawyer”

 One smester Legal Clinic Course
 Optional Subject


 Students can take this course if they have

already in the six smester
 Curriculum model:
 30 % planning component
component student
work at class room supervised by law
lecturers
 65 % exprential component student
learn and work with legal practitioners
including CSO to practice legal skill in
real clients problem
 5 % Reflection Component (reflection &
Evaluation
