PENGAWASAN PROSEDUR UJI KELAIKAN ANGKUTAN UMUM RODA EMPAT DI SATUAN PELAYANAN PENGUJIAN KENDARAAN BERMOTOR (PKB) UJUNG MENTENG DINAS PERHUBUNGAN PROVINSI DKI JAKARTA.

ABSTRAK
Skripsi ini merupakan hasil penelitian penulis mengenai Pengawasan
Prosedur Uji Kelaikan Angkutan Umum Roda Empat Di Satuan Pelayanan
Pengujian Kendaraan Bermotor (PKB) Ujung Menteng, Dinas Perhubungan
Provinsi DKI Jakarta. Penelitian ini dilatarbelakangi oleh kenyataan bahwa
angkutan umum roda empat yang seharusnya tidak laik jalan namun masih dapat
beroperasi. Hal ini dikarenakan, masih ada prosedur yang harusnya dilakukan,
akan tetapi prosedur tersebut tidak dilakukan. Berdasarkan hasil observasi awal
penulis menemukan beberapa indikasi masalah mengenai pengawasan prosedur di
Satuan Pelayanan PKB Ujung Menteng yaitu, pengujian angkutan umum roda
empat rawan dengan penyimpangan sehingga pengujian hanya sekedar formalitas,
masih ada prosedur pengujian yang tidak dilakukan, kurangnya perhatian
penanggungjawab terhadap hasil kerja bawahannya, dan juga kurangnya tindakan
pembetulan terhadap penyimpangan yang terjadi sehingga belum adanya
perubahan dalam pelaksanaan uji kendaraan bermotor terutama dalam
pelaksanaan mekanisnya.
Teori yang digunakan sebagai acuan pedoman dalam penelitian ini
adalah teori langkah-langkah pengawasan dari George R. Terry dan Leslie W. Rue
dalam bukunya “Dasar-dasar Manajemen” yaitu, penentuan ukuran, penilaian,
perbandingan, dan perbaikan. Penelitian ini dilakukan dengan metode deskriptif
dan pendekatan kualitatif. Teknik penentuan informan yang digunakan adalah

purposive sampling.
Hasil penelitian mengenai Pengawasan Prosedur Uji Kelaikan Angkutan
Umum Roda Empat Di Satuan Pelayanan Pengujian Kendaraan Bermotor (PKB)
Ujung Menteng, Dinas Perhubungan Provinsi DKI Jakarta, dapat disimpulkan
belum cukup baik karena masih ada prosedur pengujian yang tidak dilakukan di
Satuan Pelayanan PKB Ujung Menteng dan juga belum adanya tindakan
perbaikan yang tegas sehingga muncul lagi kesalahan-kesalahan yang dilakukan.

ABSTRACT
This thesis is the result of research the author of the Controlling
Procedure The Worthiness Test Of Public Transportation Four Wheel At Service
Unit Motordriven Vechile Testing (PKB) Ujung Menteng, Department of
Transportation DKI Jakarta Province. This research is motivated by the fact that
the Public Transportation Four Wheel is which should not road worthy but can
still operate. This is because, there are procedures that should be done. Based on
initial observations the authors found some indications of problems concerning
about Controlling Procedure The Worthiness Test At Service Unit Motordriven
Vechile Testing (PKB) Ujung Menteng that is The Worthiness Test Of Public

Transportation Four Wheel vulnerable to deviation so that the worthiness test
only formality, there are procedures that should be done, responsible person of
attention to the work of subordinates and also the lock a lack of corrective action
to deviation happened so that the absence of changes in the execution of the test
vehicle especially in mechanica execution
The theory is used as a reference guide in this research is the theory of
controlling measures of George R. Terry dan Leslie W. Rue in his book “ The
Basics Of Management”that is expentancy, performance, comparison, and
correction. The research method used is the method descriptive and with
qualitative approach. The technique used is the determination of informants is
purposive sampling.
The result of the Controlling Procedure The Worthiness Test Of Public
Transportation Four Wheel At Service Unit Motordriven Vechile Testing (PKB)
Ujung Menteng, Department of Transportation DKI Jakarta Province, can to the
conclusion is not good enough because there are procedures that should be done
At Service Unit Motordriven Vechile Testing (PKB) Ujung Menteng, also the
absence of decisive corrective action so that it appears again the mistakes made.
