Abstract
Law is rules established by a governing authority to institute and maintain orderly:
coexistence. Without law government and their people are not exist. In order to maintain
the existence, law covers almost any aspect of living, one of them is health . Indonesian
government assured their people health well being in Law no. 23 in year 1992 about
health. Further, government runs systems and other laws that supposed to support the
health law, but problems are occurred in responding that law. People are not having a
clear definition about optimum health status and things covered in the law, the systems
run by the government conflict with the real condition in community and health care
services quality and quantity. Hence, health care provider sometimes became the victims
of the conflict, whereas ｴｨ･ｲｾＧｳ＠
no adequate law to protect the health care provider in
this case the Nurses. As the result, there must be a reformation in the system running
now or a further consideration in the health law itself.
