  A c c o rd in g to M u h a m m a d et.a l (2 0 0 6 ) a p p ro a c h o f co astal a re a ’s d e v e lo p m e n t to re d u c e th e p o v e rty is h e ld th ro u g h : (1). Im p ro v in g th e q u ality o f fish e rm e n h u m a n re so u rc es, u p g rad in g th e tec h n o lo g y in th e u sag e o f fish reso u rc es an d q u a lity o f h au l w ith th e su p p o rt o f tra in in g an d a ssista n c e for h e lp in g th e a lte rn a tiv e o f n o n -se a activ ity liv e lih o o d b y e m p o w e rm e n t o f sa p ta g o n a c c e ssib ilitie s.   C O N C L U S I O N . F rom th e resu lt o f th e rese a rc h it ca n b e c o n c lu d e d as follow : 1) h u m an reso u rc e s q u ality o f fish e rm e n is still low, th e h ig h e s t ran k o f h u m an reso u rc es q u a lity is m aste r (ju rag an ), th en th e tra d e r, a n d th e lo w est is fish erm en w o rk e rs.
